Wednesday, November 29, 1995 Groups push for "Nickel-a-Drink Tax to curb rising alcohol death rate in Utah While the United States is . experiencing a drop in the death rate from alcohol related driving, driv-ing, Utah is experiencing an unexpected un-expected and intolerable increase. in-crease. From 1990 to 1994, alcohol al-cohol related deaths on our nation's highways dropped from 22,084 to 16,589-a 25 percent decrease. However, during this same period, Utah saw alcohol-related alcohol-related road deaths rise from 60 in 1990 to 94 in 1994, an increase in-crease of 57 percent. Utahns are now dying at the rate of one person per-son every four days from drunk driving. To reverse and reduce this " loss of life on Utah's highways from drunk driving, the Alcohol Policy Coalition and Mothers Against Drunk Driving are initiating in-itiating efforts to increase the tax on alcohol beverages by a "nickel-a-drink." The nearly $6 million which would be generated from this increased taxation could be used to augment aug-ment the Highway Patrol by 30 needed officers, improve the salaries of the state police to be competitive with our neighboring neighbor-ing states and supply police officers of-ficers with the latest in technological tech-nological devices to catch and prosecute drunk drivers. George J. Van Komen, M.D., chairman of the Alcohol Policy Coalition states, "We should not continue to allow our citizens to die because we are unwilling to fund changes which will help catch and punish drunk drivers. The Alcohol Policy Coalition fully supports increased taxation taxa-tion of alcoholic beverages as a sensible way to finance efforts to reduce the needless deaths from drunk driving." Assessors meet challenges of escalating Real Estate market J Utah's county assessors in 1995 met the dual challenges of a tough new law and a galloping real estate market, a Utah State Tax Commission study has shown. ' The Tax Commission's annual an-nual ."AssessmentSales Ratio Study" showed that all of the county assessors kept up with escalating home prices, although al-though there were isolated pockets pock-ets in a few counties that needed readjustment. Assessors in 1995 began implementing im-plementing a new state law that requires adjustment of all classes clas-ses of properties to reflect fair market value each year, said agency spokesperson Janice J. Perry. "As a result, this year only had a handful of counties were advised to take corrective action," ac-tion," Perry said, noting most of those involve the uniformity of assessment among similar vacant land parcels. "That uniformity problem is largely created by market pressure pres-sure on vacant land, as agricultural agricul-tural land is subdivided for development," Perry said. "Most of the assessors already had planned to reappraise those areas."
