The decision will become final when the citv council, which also sits as the RDA board, votes on the plan in a formal meeting. xhe city has a $510,000 letter of credit from Fields to guarantee construction con-struction of 51 parking spaces that were required before the third level of Fields' Main Street Marketplace ...a., luu.u occupied. He has provided pro-vided 2G surface spaces and 09 spaces remain to be built. City attorney Tom Clyde outlined lour options for council : 1. Spend the estimated $1 million to $1.2 million to build the RDA garage. 2. Apply $290,000 of the Fields letter let-ter ol credit (for the remaining 29 spaces at $;j nnn each) toward the construction costs. 3. Use all $510,000 in the letter of credit toward the parking structure and free up the land upon which Fields has built the 26 surface parking park-ing spaces. 4. Do what is called for in No. 3 and in addition sell Fields surface rights to the top of the parking structure struc-ture so he could build an office building there. As part of that deal, he would have some use of parking during the day and at night it would revert to free public use. Councilman Al Horrigan did not want the council to opt for choices No. 2 or 3, because those would help Fields. He noted that Fields probably is paying interest on the $510,000 letter of credit being held by the bank and also is unable to borrow against or sell the land upon which the 29 parking park-ing spaces sit. "If we go for Nos. 2 or 3, Randy's gonna go home at night and tell Deb-bi Deb-bi across the pillow that he really outfoxed us," Horrigan said. Mayor Hal Taylor agreed that the simplest way to proceed was to do it without Fields' participation. "We should plunge in right now and build the parking structure and collect Randy's money when he fills the mall," Taylor said. "We're better bet-ter off starting off alone." Councilman Jim Doilney, who is a developer representing Fields on the project, told the council that the parking structure, for efficiency's sake, should be limited to two stories. At that height, it can be built for $15 to $20 per square foot. The two-story design would contain con-tain no interior parking ramps and no elevator. The ramps would be on the exterior of the structure. But a third story would require the addition addi-tion of interior ramps, boosting the cost to $20 to $30 per square foot. Councilman Tom Shellenberger advised the council not to rush into the construction and asked his colleagues col-leagues to examine the area and do some master planning rather than allow piecemeal construction. "Maybe a quick and dirty master plan to see the potential," Shellenberger said. The council agreed. The bonds would be repaid through tax increment financing. Under that financing system, the value of RDA property is artifically frozen for all other taxing entities and the RDA receives the tax revenues from the increased valuation valua-tion created by RDA-sponsored improvements. Public hearing Final approval for a sign variance at Kimball Junction for the McDonald's sign Chamber will carry concern to county The Park City Council decided Thursday not to formally object to a 45-foot-high illuminated McDonald's sign at Kimball Junction, but rather decided to let the business community communi-ty take the lead. The Summit County Planning Commission has granted a variance allowing the new McDonald's restaurant to build an illuminated "golden arches" sign 45 feet above the grade of Interstate 80. The variance will come before the county coun-ty commission routinely for review. The sign would be the first height and size variance granted the area under the relatively new Snyderville Basin Development Code. Under the new code, sign heights are restricted to 25 feet above the freeway gradient. But the site for the base of the sign already is 20 feet higher than the freeway grade and, without a variance, McDonald's could only build a sign 5 feet high. The council noted the Landmark development at Kimball Junction and Interstate 80 still is largely va cant and members were concerned that as each land parcel is developed, owners will demand equal sign variances in order to compete with the McDonald's sign. "I think we ought to send a letter to the county commission, asking them, 'Do you want to have a sign farm there?'" councilman Al Horrigan Hor-rigan said. Councilwoman Kristen Rogers a former county planning commissioneragreed. commis-sioneragreed. "This is the kind of thing you have to nip in the bud," she said. But after some discussion of past conflicts with the county commission, commis-sion, the council decided that such a letter would not be effective because the city would be viewed as reaching 6 miles outside of its jurisdiction. Instead, Bill Clinger, executive director of the Park City Chamber of CommerceConvention & Visitors Bureau, agreed to take the lead on any such protest because it would be better received from the business community.
