Holbrook, who has spent most of her life in a wheelchair, and Sitori moved to the Ashley Valley from the Wasajch Front so they could qualify for a home through Farmer's Home Administration. Besides assisting Holbrook with her mortgage through the "502" program, Uintah County FmHA also al-so granted her an allowance in her appraiial to upgrade the home for wheelchair accessibility. A Nielsen's PILT bill hailed The Nature Conservancy last week hailed Senate passage of a bill designed to ensure that federal lands in rural counties pay their fair share of county budgets. The bill, sponsored by Sen. Marie O. Hatfield, updates the Payment in Lieu of Taxes program (PILT) for the Bureau of Land Management It passed by a strong 78-20 margin. The Hatfield bill updates the formula for-mula for computing PILT reimbursements reim-bursements to counties. Unchanged in 17 years, the current formula imposes im-poses an increasingly unfair burden on rural counties throughout the United States. 1,700 counties in 49 states are affected by the program. "We commend Senator Hatfield for his effort on behalf of rural counties," coun-ties," said David Livermore, director direc-tor of the Conservancy's Great Basin Field Office. "Rural communities commu-nities should not be penalized for having federal natural areas in their counties. With this bill, counties will get the funds they deserve to maintain vital county services." PILT is designed to help off-set the loss of tax revenue to counties . as a result of their federal land base. PILT funds are used for a variety of essential services including emergnecy search and rescue, law enformcent, road maintenance, emergency medical service and fire protection. The bill increases "the program over a five-year period from the present $105 million level to $242 million. In addition, future payments pay-ments will include adjustments for inflation as well so that the problem currently faced with not be repeated. repeat-ed. The bill also includes federal lands that are acquired from state arid non-profit organizations. The Conservancy's Livermore is optimistic that the bill will also pass the House of Representatives. "Congress is getting the message that being good stewards of the land means promoting the vitality of rural ru-ral communities where federal land ownership has an impact. We'll continue supporting this effort to see that this bill becomes bw." The Nature Conservancy is a private pri-vate non profit organization whose mission is to preserve the plants, animals and natural comm unites thai represent the diversity of life on Earth by protecting the lands and waters ihey need to survive. To date, the Conservancy and its members mem-bers have been responsible for the protection of more than 7 J mtllon acres in 30 states and Canada.
