City Manager Ken Bassett attributed attrib-uted the unexpectedly high reserve to an improved economy' and a three or four year accumulation of unused funds, particularly road improvements moneys. All that is about to change. Vernal City recently published a list of road reconstruction and repair projects. Some of the construction is already underway and city officials offi-cials hope to complete a large number num-ber of projects this year. According to city financial director direc-tor Harley Hales, Utah cities are prohibited from carrying more than a 15 to 18 percent reserve. While it is necessary for cities to carry some emergency reserves, they are not permitted to continue their taxing rates when reserved funds reach too high a percentage of the annual budget. This year's budget also shows a marked increase in paid fines and forfeitures received through the justice jus-tice court and in state Class C road funds which are provided through gas taxes. Bassett said the $12,500 increase in road funds indicates an increase in traffic passing through the city since gas prices have fallen during the past five months.
