Show Oct. 2, 1963 1 received a disability discharge at USAF Hospit-j Hospit-j al in Travis, Calif., as major USAF Ret. I served 30 years active ! duty, seven overseas tours, nine battle stars. I spent 15 of those years clearing up a mess caused by a leader named Adolf. I decided to make Davis County my final place of residence and to date have had no regrets. But now I find Davis County under the iron control of a leader named Harold. I have on my desk an answer to a plea by Ruth M. Kennington, elected Davis County Auditor, to State Attorney General David A. Wilkinson requesting clarification of jurisdiction and duties ; between Ruth and Harold. A 12 page reply of legal gobblygook signed by Asst. Attorney General Ralph L. Finlayson also lies on my desk. Two items caught my attention. Number one is a reference to the wisdom and advice received I from Attorney General David A. Wilkinson. Is this the same i wisdom that wasted $750,000 of state funds on useless appeals all the way to the U.S. Supreme Court on an idiotic television ; statute? . Item number two is the denial of three separate questions, authority quoted in each case is the Montana Supreme Court and the Montana Code of Justice. It has been my belief, till now, that Davis County is located in Utah, not Montana, and is subject to the Utah Code of Justice not that of Montana. Our leader Harold has a fixation on the building of a new jail. An impartial survey would show that converting present office ! space to jail use would help solve this problem. On my desk is a state manual for bidding procedures for public construction, yet y&s Joe A. Rhoads was awarded a contract plus a nice check without ' a single alternate bid. I also have a copy of the Attorney General's opinion that the Commissioners, Tippetts, Saunders, and Peters did spend hos pital bond interest monies for land for the new jail without voter approval. It is my belief that the Davis County electorate should take a ! long hard look at the mess at the Davis County Courthouse prior to the coming elections. Glenn O. Fleek ! Maj. USAF Ret. Layton |
