This amendment requires any person per-son hauling sheep (Including the owner) to possess a brand recording certificate or other proof of ownership. Persons transporting sheep belonging to another person must have In their possession posses-sion a transit permit issued by the owner. Three other changes In the Brand and Anti -Theft Law in elude: (1) The State Depart-in Depart-in nt of Agriculture Is authorized, au-thorized, when agreed to by county commissioners, to enter into agreements with county sheriffs to serve as brand inspectors in counties in which they were elected; (2) The handling and disposition dis-position of stray and trespassing tres-passing animals is assigned county sheriffs and animal control officers; and (3) Poultry and swine thefts were added to the criminal code, now being designated third degree felonies. Several changers In the Utah Brand and Anti-Theft law were made by the 1977 State legislature, the Utah State Department of Agriculture Agricul-ture points out. For one thing, there was a significant change in brand inspection regulations for horses. The old law required requir-ed a 20? per head fee on change of ownership and a $1 fee for pass. The new law increases the brand inspection in-spection fee to 50? per head and an increase to $2 for the annual season pass. Also as a result of the new legislation, a lifetime travel permit will be available from the Department so long as the horse is owned by the applicant. A provision in law allows for transferring the premit in case the horse is sold. This permit will be In a plastic laminated card which will have a complete description of the horse. A coded numberon the card can be fed into the International Police Computer which gives out a complete description of the horses age, color, sex, marks, etc. Another significant change brought about by the new brand law is a requirement that all cattle be branded on change of ownership within 30 days, with the exceptions of unweaned calves, registered regis-tered or certified cattle, youth project calves fewer than five in number and dairy cattle held on farms. All these, however, will be required re-quired to be identified by an ear tag, neck chain or by some other Identifiable means. The animal also must |
