All automobile truck lines operatinj in the state under certificates of coo. venience and necessity granted by the utilities commission were given unu May 22, 1928, in which to revise and file tariffs in accordance with tte classification. Under the new rules it is provided that when shipments tendered lor transportation are inclosed in contain, ers, carriers are not obligated to accept such shipment when an inclosure in t j the article. It is provided further thai containers must be of sulficent strength and security for the protection protec-tion of the freight inclosed. Carriers may also require each package, pack-age, bundle or loose piece of freight to be plainly, legibly and durably marked, showing the name of only one consignee con-signee and only one station, town or city and state to which consigned. Packages containing fragile articles, or articles in glass or earthenware, must be marked with precautionary signs. All charges must be prepaid or guaranteed by the shipper, under rale 3 of the new classification. Rule U provides that the owner of consignee shall pay freight and all other lawful charges on shipments at the time of delivery. When packages contain freight of more than one class, the rules provide that charges for transortation shall be at the rating provided for the highest classed freight contained in the pack-7 age. All the articles in the package J need not be specified on the shipping order or bill of lading, but one of the articles taking the highest rating. In such instances, however, the bill of lading must contain the following words: "And other articles classified the same or lower." The rules provide also for a minimum mini-mum charge of not less than 50 Si on a single shipment. Where the shipment is handled by two or more carriers, the minimum charge wS apply to through movement.
