Clearance rates for crimes in the city averaged 56.3 percent during 1982. The department cleared one homicide, nine robberies, two rapes, 16 aggravated assaults, 50 simple assaults, 28 burglaries, 150 thefts, 22 vehicle thefts, 2 arsons, 8 forgeries, 138 frauds, and 18 non-rape sex cases. Arrests increased 25 percent in 1982, 25 percent in felonies and 83 percent in misdemeanor cases. In stolen property the police recovered 47 cents of every dollar, an increase from 31 cents of every dollar in 1981, but down from 1980's 52 cent figure. i The bright spot of the police department's depart-ment's report being prepared for the Vernal City Council, is for the first time ever, experience on the police force exceeds ex-ceeds 100 man-years. Average experience on the Vernal City Ci-ty Police force is 4.8 years, double last year's figure. "We are keeping officers longer," said Robert T. Downard, Vernal City Police chief, "We now have a healthy mixture of experienced and younger officers." The 2l-member police force is required to undergo 100 hours of training yearly. The department averaged 117 hours and all officers exceed the 100 hour requirement re-quirement in 1982. The state requires 60 hours of training. Of the 21 officers, four have college degrees and eight are seeking seek-ing degrees. Downard said that the increase in training and experience is showing up in the department statistics with more crimes being cleared by the department, and better service to the public. |
