Share of the operational m By cutting up the pie into four pieces we would expect the scramble would intensify in-tensify instead of solve itself. Roosevelt would be better off to develop its westside and to strengthen its position by working with other cities in Duchesne County rather than dreaming dream-ing of forming its own new county. Another motive for the new county movement is because of the energy development proposals located in the eastern portion of Uintah County. By entering western Uintah County the new county would be closer to the expected ex-pected energy development action. The problems concerning law enforcement, en-forcement, schools and the Indian population may well be solved easier by forming a new county. But where will the money come from to support such an undertaking? It is usually more costly cost-ly to operate smaller units of government govern-ment than for larger units on a per-capita per-capita cost. The new county could possibly create a two border war zone instead of just one. Instead of a two-way struggle, a new county would cause a three-way struggle. Even though there may be border problems between Duchesne and Uintah Uin-tah Counties we doubt that either would give up a portion of its domain and turn the area into a new county. If this issue ever gets as far as a vote, it will be very interesting to see how it turns out. Deciding just how the election would be held would be interesting. If Uintah County and Duchesne County voted on the same issue it is doubtful that the popular vote would change the problems pro-blems between the two counties. Then if just the area involved with the new county votes, what about the other county residents? Just as the efforts over the years have failed to move the county line of Duchesne County over into Uintah County, so will the new idea to form a new county probably hit a formidable wall of resistance. It's a brave stand, but we don't think it has much hope for success. |
