Show San Juan Solon Proposes Area Development Plans Si. i(e Kop. Calvin Hlach of San .hum Counly recently re-cently directed a number num-ber of proposals concerning con-cerning development in southeastern Utah to Gov. Calvin 1.. Hampton. Hamp-ton. In a series of letters to the governor, Mr, Black proposed establishment estab-lishment of a Museum of Indian Culture and County. He pointed out that the county has the largest Indian population in the state and indicated indi-cated that many of the artifacts from pte-his-toric civilizations are being vandalized and taken ta-ken all over the world. "There is no display or center for interpretation in this area where the people lived," Mr. Black said, and "There are still many areas left, some of which are being identified, excavated and evaluated." Mr. Black indicated that he had discussed this matter with various Federal agency personnel person-nel and the Navajo Development De-velopment Council, the group which owns the "Kdge of the Cedars" prehistoric ruins and all have been interested in the project. Black urged the consideration of this project to be added to the State parks system. A second letter expressed ex-pressed concern about the highway from Torrey south to Boulder along the east side of Boulder Boul-der Mountain. a road which is currently on the C o u n t y C o 1 1 e c t o r S s t e m in both Wayne and Garfield Gar-field Counties. Money Short Black stated that the people of Wayne and Garfield Counties have long been interested in getting this highway improved im-proved to secondary standards. However with the only present source of funding being County collector funds, "the completion of this important im-portant road for recreation recrea-tion and tourist potential as well as local needs will be many years away." He suggested that the road might be programmed pro-grammed and completed concurrently with U-95 between Blanding and Hanksville. This would give for the first time, a paved highway between southwestern and southeastern south-eastern Utah, and a connection con-nection through our own state from Zions, Cedar Breaks, North Rim of the Grand Canyon, and Bryce to Capitol Reef, Natural Bridges, Lake Powell, Hovenweep, Arches Ar-ches and Canyonlands, without the necessity of an unreasonable amount of backtracking. Other Projects Cited as projects with a similar cooperative effort were the Bluff Bridge, the Halls Crossing Cross-ing Road, the Bullfrog access road, and the Needles entrance to Canyonlands. In concluding con-cluding his presentation, Rep. Black requested that the State assume a position of leadership, working with the Counties Coun-ties and U.S. Forest Service to put together a package to accomplish this goal. Concern was also expressed ex-pressed by Black about the waste of resources through a lack of a recycling re-cycling program. Here-quested Here-quested that a study be made to determine what the present total cost within the State for disposal dis-posal of refuse is, and what the cost would be to establish statewide collection, compaction, and processing of garbage. gar-bage. Final Subject A final subject that was brought up by Rep. Black concerned the "Golden Circle" of roads in Southern Utah to make available for everyone the opportunity to be able to see some of the National Na-tional Parks, Monuments, Monu-ments, and Recreation Areas, as well as the State Parks and other scenic areas. He indicated indi-cated that it is the feeling feel-ing of many, that along al-ong with concern for actual ac-tual construction of roads, a plan must be made to allow for tourist tour-ist oriented development along the routes through this section of the state. It is Black's recommendation recommen-dation that the State's planning coordinator and the Industrial Development Develop-ment Division in consultation consul-tation with the Department Depart-ment of Natural Resources, Resour-ces, the Division of Lands, Travel Council, Division of Aeronautics, and the Counties immediately immed-iately start work to devise de-vise a regional "Recreation "Rec-reation and Resort Facilities" Fa-cilities" plan for Southern Sou-thern Utah. |
