Projects Pro-jects in this aspect include the Speak-Up Jaycee program, pro-gram, a Government Affairs program, Parliamentary Procedure Pro-cedure course, and a Community Com-munity Development project, to name a few. Last week two Moab Jaycees Jay-cees attended the Model Legislature Leg-islature at the State Capitol Building in. Salt Lake. Jaycees Jay-cees Wes Creed and Vern Bailey presented two bills on behalf of the Moab organization organiza-tion which were among those approved during the session. First was a bill requiring all building programs for schools exceeding $20,000 be approved approv-ed by the State Building Board, as well as by the State Superintendent of Public Pub-lic Instruction. The second bill gave counties coun-ties an option to collect taxes tax-es on a cash basis, or on the deficit spending basis now required. By state law now, the Jaycees noted, counties are required to present their annual budgets, then borrow funds to operate. The Moab Jaycees feel the operating method which they claim is now illegally used in Graid county should be legalized for counties which prefer to operate op-erate that way, giving them an opportunity to invest funds for interest rather than borrow bor-row and pay interest. The bill won the approval of the model mo-del legislature. |
