BALTIMORE, Feb. 22.VThe principal princi-pal address at the annual exercises today to-day commemorative of the opening of the Johns Hopkins university was by Hannis Taylor, formerly t Minister to Spain. Taylor is professor of international interna-tional and constitutional law at Columbia Colum-bia university. , His subject was ' ' The Return of the South to Pending Probr lems." Taylor regarded the thirteenth amendment to the Constitution as a declaration of independence because it set the South free from a dying institution. insti-tution. The first great mista'ke, he declared, de-clared, was in the enfranchisement of -those entirely unprepared for citizen- 1 shin. The basic principle upon which the new Southern Constitution rests is, he said, that as fast as the negro citizens become qualified by education or property, prop-erty, or both, for the franchise, they shall be endowed with it. Intelligent and responsible minorities of negro voters, thus introduced into Southern electorates, could ' nver menace the political supremacy of a race endowed with a genins for domination. Along with a just and gradual bestowal of the franchise should go an earnest effort to advance the negro race through public pub-lic education. |
