Show NEUTRALITY ACT WOH'THIT FINNS Roosevelt Says Conflict Is Undeclared WASHINGTON, Jan. 16 (UP) President Rooeevelt said today that tha United States neutrality act aloes hot apply to the Russian-Finnish conflict because so far It la an undeclared war. Meanwhile, resolutions calling for Invocation of the neutrality act against Finland, Russia, China and Japan were Introduced In the senate sen-ate today by Senators John A. Danaher R., Conn.) and Guy M. Gillette (D., Iowa). Danaher's resolution stated that Invocation of the neutrality act In the Russo-Finnish war Is necessary to promote "the peace and security of the United States" In view of President Roosevelt's failure to apply the statute. The resolution stated that "the westward movements of the armies of the U. S. S. R. threatens to result re-sult in the conquest of the said republic of Finland and In other and grave threats to the peace and security of nations other than those already proclaimed at war by the president of the United Stales In his proclamation dated November 4, 1939." That proclamation applied ap-plied the neutrality act to Germany, Ger-many, France and Britain. Gillette said he "felt Justified" In offering a similar resolution to Invoke In-voke the law In the conflict between be-tween Japan and China. Senator William H. King (D., Utah) offered a bill to extend credits cred-its to countries which are "tha victims vic-tims of aggressors." - |
