Show SEIIATE OKEIIS BUM SHIFT BILL, M TO 23 Amendment for Curb on President's Powers Is Rejected WASHINGTON, March 22 (INS) Brushing aside charges that congress was surrendering its legislative authority, the senate late today passed the government reorganization bill, which gives President Roosevelt Roose-velt broad powers to overhaul the federal machinery. The vote on final paaeage was: For the biU 63. against 23. The final vote came after rejection re-jection of the Wheeler amendment which would have required congressional con-gressional ratification of all reorganisation re-organisation orders Issued by the president Under the bill as passed, the president's orders become effective ef-fective within M days nnlees vetoed ve-toed by congress. Already passed by the house, the reorganisation bill now goes to a conference between the two branches of congress to smooth out differences. Passage of the reorganisation bill culminated a bitter struggle which started In the but congress. Then an administration reorganisation bill was defeated in tha house after a debate In which the president was aoonsed f attempting to gain dictatorial dic-tatorial powers. The reorganisation bill presented at ' this eeaaion of congress . was drastically modified as compared to the 1837 measure. Many agendas of the government have been exempted ex-empted from any reorganisation. Only two Republican senators voted for the Mil Clyde Reed of Kansas and Robert A. Taft of Ohio. Three Democrats Millard E. Tyd-Ings Tyd-Ings of Maryland, William H. King of Utah and Peter O. Gerry of Rhode Island voted against the bill. f Votes of Utah's senators on the Wheeler amendment were split William H. King voted for retention reten-tion and Elbert D.
