The surplus, estimated at 12,-475.000. 12,-475.000. may be drawn upon first to finance Om first quarterly al -lotment of the new biennium for public welfare expenditures, under a legal question raised by Atty. Gen. Clinton D. Vernon's office. The quarterly allotment for welfare wel-fare would be about $2,000,000. Sales taxes normally are utilized to recoup the $5,000,000 emergen cy relief fund each quarter, with the surplus being transferred to the building fund under a 1947 law. The emergency relief fund finances public welfare. Pending settlement of the legal question, however. Gov. J. Bracken Lee, Secy, of State Heber Bennion Jr. and Mr. Vernon, who comprise the state board of examiners and have power to spend the building fund, planned to inspect state institutions in-stitutions at Ogden on July ft to atudy building needs. |
