The emergency relief fund finances public welfare. Pending settlement of the legal question, however. Gov. J. Bracken Lee, Secy, of State Heber Bennion Jr. and Mr. Vernon, who comprise the state board of examiners and have power to spend the building fund, planned to inspect state institutions in-stitutions at Ogden on July ft to atudy building needs.
