Elmer Dover, secretary of the Republican national na-tional committee, announces that there will be 971 delegates in the Republican national convention if Porto Rico has two delegates. It will be for the committee com-mittee on credentials to say whether the new island possession is entitled to rep- resentatlon in the convention. The re-- re-- ports received at. headquarters show .that about one-eighth of the delegates have now been chosen, and the revised returns show that only twenty of the delegates so far elected are unlnatruct-ed. unlnatruct-ed. Of these two are in Georgia, two in Illinois,' two in Kansas, two in New Tork State, two in Ohio, eight in Virginia Vir-ginia and two in West Virginia. The tentative programme still provides pro-vides that Senator Spooner of Wisconsin Wiscon-sin shall be the permanent chairman of tbe convention and deliver the "keynote" "key-note" speech.
