Packard, president of Springville Banking Co., was elected president of the Independent Inde-pendent Bankers Association of the Twelfth Federal Reserva District, comprising the seven western states, Alaska and Hawaii, at its annual meeting in San Francisco, last weekend. week-end. Mr. Packard has just completed com-pleted his term as president of the Utah Bankers Association. He succeeds Walter A. Johnson, John-son, president of the Olympia State Bank and Trust Co., of Olympia, Washington. Robert W. Franz, executive vice president First State Bank, Milwaukie, Oregon, was elected vice president while James H.
