The. association p: oposed several principles prin-ciples for consideration by congress in ! connection with remedial railroad lcgis-! lcgis-! lation now pending. These principles ; include the following: ; That provision be mnde for prompt I merger of all carriers ' lines into a uni- fied svstem in times of stress or emer-I emer-I gencv,' and the merger, within proper limit;, of the lines and facilities, to such an extent as may be necessary in the public, interest to meet the reason-aide reason-aide demands of the country's domestic and foreigri eommereo; That railroad construction be limited lim-ited to the necessities and convenience of the public; That securities of interstate lines be tinder the control of the government; That development of inland waterways water-ways and coordination of rail and water I transportations systems be encouraged; Vhat a transportation board be created cre-ated :o study rail, water and highway transportation conditions, the function of which would be wholly advisory and the fipcings cf which would be reported to the interstate commerce commission; That federal incorporation of railroads rail-roads should not be required or permitted; per-mitted; I That, in view of the "inherent social ' and practical objections ' ' to the establishment estab-lishment of a definite guaranteed return re-turn to private service corporations, such provision should not be included in the laws. With respect to wage controversies the association -went on record, as favoring favor-ing the development of some plan for the final disposition of such disputes. The resolution stated the association's belief t-at th? responsibility of capital and labor was equal and that rates j should he established on a basis which ! would permit payment of just wages I to erardovces. Public service, it was de- clared, should not be jeopardized by I strikes and lockou's. |
