Show Ill REBELS SEEKJO UNITE Would Set Up De Facto Government in Oil i Districts EL PASO, Texas, Dec. 29. The surrender surren-der or capture ot Nicolas Fernandez, a Villa leader, by the Carranztstas, as reported re-ported by Mexican agencies, was declared false here today by adherents of Villa, Mexican revolutionists are working on a plan for unity of military commands and aims, with the first step the setting up of a de facto government, according to well defined reports reaching here today. Followers of Francisco Villa said he had. been agreed upon as the military leader by the revolutionists on the east coast of Mexico and by southern rebels. The revolutionists, it was said, plan their first military movement on the east coast, and their chief aim at present is to obtain control of the Mexican oil dis- j tricts, where they would set up their de facto government. General Manuel I Palaez, who has control of the district outside what Carranza holds, has not yet agreed to the proposal of the other revolutionists, revo-lutionists, but is said to have expressed ; willingness to consider it. The revolutionists are said to have decided de-cided that, the government they would set up would have greatest opportunity for : success and recognition by foreign governments gov-ernments if they should take the oil districts, dis-tricts, put their government into operation, opera-tion, give guarantees and protection to foreigners and foreign interests, and cut the Carranza government off from a source of great revenue and dispute.
