Show WETS SEE HOPE i IliWjTPEKEl (Chicago-Tribune Special. Service.) Vv'AS-HIXGTOX, Mandi M. Rapid demobilization de-mobilization .of the army and the early return of 'President Wilson five rise to i hopes on the part of some "wets'' that war-time prohibition can' be avoided, or at least cut short. Under the law, wartime war-time prohibition becomes effective, on July 1 and continues during- the period of demobilization.' The hopes of the "wets" are based on a possibility that the president may de-elare de-elare demobilization at an end during the present year. The defining of the period covered by demobilization rests with the president, under the law. It is his duty to issue a proclamation declaring ' dem,obi-lization dem,obi-lization at. an. end. The term, it is -understood, iwould noL mean necessarily the complete demobilization of the army," but rather the cutting down to a force of oOo.tiOO or" thereabouts, which . the "war department believes should be"retnined for the present. ''.'"'"" The "wets" hope the army will get' "down to the peace-time figure before constitutional consti-tutional prohibition goes' into effect,' next January. The termination of the demobilization demo-bilization period some time this fall would give a few months interval during1 which the breweries and saloons of the nation would have an opportunity to reopen . The "dries" ridicule this dream .of' the "wets." They declare that there- is no chance of the end of demobilization coming com-ing before constitutional prohibition becomes be-comes effective. If such a thing were possible as. the signing of peace and the proclaiming of the end of demobilization before July 1, there would be no war-time prohibition' Enforcement of the war-time prdhibi- 1 tion act will furnish a .-.good, deal 'Of aj problem. Under the act provision is ! made for its enforcement "by the internal ! revenue bureau, but the provisions are1 considered Inadequate. A bill containing. enforcement provisions will be introduced ; In congress as soon as the special session is convened, wUh a hope of" its passage' lie fore July 1. The "we I s'1 will seek to block such legislation, with-. a reasonable reason-able prospeet of success, "in view of the fact that congress, will be tied with ap-j propria tion bills which must be passed before. the end of the fiscal year. |
