AMSTERDAM Nov. 1 1 .The entire German northern fleet and the island base of Helgoland are 'n the hands of soldiers' councils, at -cording to a telegram from Bre-zne Bre-zne n AMSTKRDAM, Nov. 11. An agreement $r has been reached between the Socialist and Independent Socialist parties in Germany Ger-many and the new regime seems to have secured ample support from the press. In addition to the Wolff Bureau, the Socialists Social-ists are now represented by three newspapers, news-papers, the Vorwacrts, the Lokal An-celger, An-celger, formerly the emperor's favorite newspaper and now rechrlstened the "Red Flag," and the former semiofficial organ, the German Gazette, which has taken the new title of "The International." The revolutionary movement is continually con-tinually spreading. Koenigsberg, Frank-fort-on-the-Maln and Strassburg are now controlled by the Soviets. It is officially reported that there are no disorders. The statement Issued by the Berlin soldiers' sol-diers' and workmen's council says that all public services have been placed under the control of the council, and that all the leading offices are being filled by the comrades. The administration. It adds, is retained, "but its leaders are inspired wfth the new spirit of liberty." The soldiers' and workmen's work-men's council in a dispatch telling of the confiscation of the Lokal Anzeiger and the Nordduetsche Allgemeine Zeltung by the Socialists says: "All the Socialist factions in Berlin now have a dally newspaper." This remark carries deep significance, as It is the first recognition of the "S-par-tacus group," or Bolshevlki, as a distinct dis-tinct Socialist faction. The Spartacus adherents heretofore represented rep-resented a small branch of the Independent Indepen-dent Socialists.
