Rockefeller. Jr., yesterday, and the creation cre-ation of a central board of war service com mi t tees. To Return Railroads. Only one voice, that of a delegate from Lynn, Mass., was raised against the passage of the resolution for the prompt return of the railroads to their owners, and he only asked delay until mora light could be had on the situation. The railroad rail-road resolution also urged congress to enact legislation that will permit the elimination of "wasteful competition, the pooling of equipment, combinations or consolid itions through ownership or otherwise oth-erwise in the operation of terminals, at. I such other practices as will tend to economies without destroying competition in service." Antitrust Laws. A resolution favoring modifications in the antitrust laws declared that the war has demonstrated that through Industrial co-operation great economies may be achieved, waste eliminated and efficiency increased. "It is in the public interest," the resolution stated, "that reasonable trade agreements should be entered into, but the failure of the government to either clearly define the dividing line between be-tween those agreements which are. and those which are not. in unreasonable restraint re-straint of commerce, restricts wholesome co-operation and deprives both industry and the general public of its benefits." A rising vote of. unanimous -indorsement was given the Rockefeller principles princi-ples uf industrial relations. It uvcies upon alt units of industry where they may not now be employed the application applica-tion of such principles. The resolution stated, however, that it neither approved nor "oj-scte'J Mr. Rockefeller's particular pbin or machinery for carrying out the principles.
