Show SCHOOLURVEY The report of the school su vev com mission taken as a whole is fa orable to Salt Lake There are crit c sms to sure but they teach a wholesome lesson and po nt the way to improve raent For instance the nvestigators are of the opin on that the school board should be essentially a leg slative body the superintendent becoming the admin istratrve and executive head of the school system Under the method in vogue for several years past the com mission concludes that the school clerk is the real head of the -system rather than the superintendent and that the present organization is not only wrong in principle but is fraught with con tinual danger of misunderstandings and trouble One of the undesirable features of the situation according to the commis s on is the tendency to take cheaper and less eyper enced teachers for the schools The employment of home tal ent at low salaries is declared to rep resent an .inbreeding process which is certain to weaken the work of the schoolb In th s connection it is de dared that the salaries paid teachers in, alt Lake City are lower than are paid other types of c ty employees the janitors of the school buildings among others Regarding the financial problems to " be solved before the best -results can ( be o"btainedj the report bays The trouble" does not he w th the people of Salt Lake City Thev are wiling enough to educate tneir ahildren properly Recent ed torials in the leading newspapers regarding the schools and the r sup port would lead one to feel that v they the people are w Uing to go even further and support the schools even generously It is the j people of Utah as represented in the state, legislature who stand , the way This is done by imposing "i a maintenance tax limit so small as to make really good schools for the future entirely out of the ques tion TjBis is neither justice nor sound public polic The mil tary drill in the high school is condemned as a drawback to better physical training and the commission recommends that it be abandoned Health supervision is found to be in adeqate although the report declares that whatever has been attempted n this line has been done well The iani tor service is said to be partly good and partly bad and the toilet arrangements are severely cr tic zed There are other criticisms of a minor n nature and cor rective recommendations made 5he report compliments the principals of the schools and gives the super n tendent cred t n a large measure for the r efficiency Attent on ls also d rected to the fact that the state law compelling attendance n the schools is being satisfactorily earned out Trib nte is paid to the c t zens of Salt Lake for their loyalty to the publ c schoo a and their w lhngness to subm t to ad d tional taxat on whenever money s needed for school purposes The report conclu les th a re on nenlit on that the state school law be p sd an 1 Bug gestions are offere 1 as to what changes should be made The rerort s long but very comprehens ve and shou I be are fully read by every taxpaje and patr n of the publ c s hoo |
