Show PUBLIC WORKS BILL HAS NARROW ESCAPE j .After considerable debate, during I which effort was made to kill the 1 measure, action on P'erry's senate bill No. 9, permitting large cities to do some public woik without advertising for a lowest bidder, was deferred until today. Th"e bill is strongly urged by the administration ad-ministration of Salt Lake City, which asserts' that much work could "be done by city departments themselves which now, under the law, must be done by contract awarded to the lowest bidder. Objection was raised on the ground that the bill would create a powerful political machine in the administration of a laige city. Senator George H. Dern said he had some amendments that would obviate this, specifying just what work fcould be done by cities. As .the Bern amendments won id considerably consider-ably change the context of the bill, it J went over until today so the amendments amend-ments could be typed and written into all the senators' files. Ferry's senate bill No. 11, repealing the statute defining the duties of the board of public works in first and second-class cities, was passed without opposition. op-position. The commission form of government gov-ernment does not require a board of public works. , |
