Show HAITIAN PRESIDENT RESIfiiiD FLEES WASHINGTON", Feb. 23. Davilmar Theodor bas resigned as president of Haiti and taken refuge on a Dutch steamer, Frederick Hendrik, at Port-au-Prince. The steamer will proceed to Curacao. Local officials have taken charge of the capital awaiting General Gulllaume, leader lead-er of the revolutionist army, which is outside out-side the city. Theodor' s abdication is taken to forecast a better condition of Haitian affairs, in which the United States will carry out its purpose to send a commission to the republic in an effort to put its finances in condition to satisfy foreign creditors and restore order. SANTO DOMINGO, Feb. 23. The American cruiser Tacoma, with the Sullivan Sulli-van investigating committee on board, has arrived here. Hearings before the committee com-mittee began this morning. James D. Phelan of California is the special commissioner appointed by President Presi-dent Wilson to investigate the official conduct of James M. Sullivan, American minister to Santo Domingo. He is accompanied ac-companied by special counsel. He already al-ready has held a hearing in the case in New York. |
