The General Perforation of Women's clubs is attempting to raise an endowment endow-ment fund of $10i.000, and one of the features of the biennial convention, to be held in Chicago, opening this week and continuing until June 19, will be the report upon this fund, which will show that it is fast neariug completion. .Ic.'-response to the inquiry, "Why does tap general federation need an endowment".'" endow-ment".'" its president, Mrs. Percy . Peunybacker, said: Some nine vears apo, when, under Mrs. Sarah Piatt Decker's administration, admin-istration, the bureau of information was founded. Airs. Decker warned us that, while the bureau was abso lutelv necessary, the expense of maintaining it (.something1 over Si' 000 a vear) would gradually eat up the surplus that we at that time proudiv exhibited. Yon remember she told ns in her wonderful last address at an Francisco just what 5.ne foresaw. In addition to this new expense vmi, in convention as srmbied, have at various times in-i-reased the number of departments ot work. Wp now have not only eleven departments, de-partments, but many of these are fiivided by your direction into sub-i-ommittet's that rank nearly equal in importance to the departments themselves; for instance, under the bead of education the Jrao Fran-rjif Fran-rjif o convention ordered sub-eoni-ni it tees on peace and political science to be organized. Tne addi tion nf every new line of work means ad ili tonal expense; at the anie time it means growth, it means progress, it means inspiration, without with-out whi.'h we cannot live. L'nder Mrs. Moore's presidency the federa-;ion federa-;ion became eo-nrdinated. with various va-rious other national bodies; we are 'onequfntly asked to advise with x kQe nrga ni.at ions and to send speakers to ther cont entions, which f a'-ts. desirable as they are, mean expense to someone. ' To meet this expense the work nf raising an endowment fund was be-i jun. For instance, if Idaho, taking up i he subject of child lebor law;, wishes J(n be informed of what is being done j in Massachusetts, the general federation endowment fund would allow some rep-j resentative woman of Idaho to have her; expenses r-oid to go to Massachusetts ; pud investigate renditions there. Mrs. W. K. S.ipme-s. St. Joseph. Mo., is chairman of j "e fild enmmittee on endowment. 5 whi'o the trustees of the endowment S fund are Mrs. Pprcy V. Penn vbaeker, 5 president of the general federation ; Mr.s. William H. 'illi:uns, l.apeer, Mich.; Mrs. Catherine Carter Warreu, t'rincetou, N. J.; Vlrs. liobort J. Bur-di'tte, Bur-di'tte, Vasadenm Cal., and -Mrs. Phi'ip X. Moore, bt. l.onis. An exchange, discussing the bicnuial nieeiing of the lieneral federation of Womeu 's clubs in Chicago Ibis week, says: Inasmuch as the unwritten law of the second term will operate in the matter of the election of officers, offi-cers, other sources are depended upon to furnish tho Ui.ua! bienninl interest, if not" excitement, and much is expected to proceed from the effort which will be niado to divide di-vide tho tieueral Federation into eight districts, to appoint eight directors di-rectors to preside o er eacli district, dis-trict, respectively, aud to provido for conventions of such districts in tho eight respective parts of the country in the year intervening between be-tween "tbo biennials of tho Geueral i-'edcratiou. To accomplish this it will be necessary neces-sary to change the by-laws of the Clenoral Federation and to change such by-laws a certain unanimity of opinion must be obtained, all of which is anticipated as a fruitful source of interest. It also is anticipated that the matter of the indorsement of equal suffrage bv the General Federation will be preseuted at the biennial, and add much to the realism of its history. It is felt that the presentation presen-tation of such matter may strain the General Federation to the point of a division between the northern and the southern states, though tho fact that the president. Mrs. Percy Pennvbacker, is a southern woman, is felt bv many to be an assurance that the indorsement of suffrage will uever becomo an issue of the bieuuial. Concerning the introduction of the question, it. is believed that should such introduction bo made, it will proceed through Mrs. Carrie Car-rie Chapman Catt, who will speak for the northern states, there being a feeling that an appeal from the northern states, which are still ' stringing for equal suffrage, would be more effectual than one from the western states, most of which have achieved it. The formation of such districts will create a vast number of new officers and necessitate a decision as to whether they shall be elective or appointive, all of which is depended de-pended upon to keep up the standard stand-ard of interest, and abundantly supply any de6cieucy that might be created bv the absence of a con tested election. One of the prettiest affairs of the week was the dinner giveu by Mrs. Hugh .1. Caunon at her home, in honor of Sirs. Willard Done, president of the Utah Women's Press club.
