The constitution con-stitution of Utah, however, does not permit the governor to suspend or change a law except in extreme cases; as the opening of the fishing season is not under that, heading the season will not open until 3 a. in. Chambers Gives Warning. ; Commissioner Chambers wishes to give fair warning to all would-be violators vio-lators of the law before the hour of opening on the opening day.
