April 30 As part of a comparative scheme for practical standardisation of federal buildings the country over, the public buildings commission. com-mission. In jl report presented to congress con-gress today, recommended the creation of a federal bureau to absorb the supervising super-vising architect's office of the treasury department. The proposed bureau would Include a board of estimates and property. prop-erty. The report stated that there was approximately ap-proximately $46,000,000 of public buildings build-ings work to be placed under construction construc-tion by the treasury department; that in tho past twelve years S163;0S5,I31 had boon authorized for public buildings, sites and construction, and that during the past three years the avorage expenditures expendi-tures for construction of buildings, maintenance, main-tenance, operation and other oxpenaea had been $20,000,000 a year. The commission com-mission recomtnendn: Organization of a federal bureau of public bulldlngf. headed by a commissioner commis-sioner at a snlary of 5S000 a year, to be aided by technical experts of the supervising super-vising architect's office. Practical standardization of buildings, establishment of groups of states in which similar conditions exist, classification classifi-cation of cities where buildings, should he erected, and use of type sets of plans and specifications to be used solely for postofflces in the same class or sroup; adoption of n less costly, but durable, simple and architecturally dcslrablo construction, con-struction, to permit of economical operation opera-tion and maintenance. No buildings to be authorized where postofflec receipts aro less than 510,000 a year. Prompt appropriation for construction con-struction of the proposed building for tho departments of state, Justice and commerce, com-merce, nnd bousing of all federal activities activi-ties in tho District of Columbia in government-owned buildings lnotead of partly part-ly in rcntel buildings as at present. |
