The president has announced thc ro tirement of Colonel Joseph Garrard, Fifteenth cavalry, and he -will proceed to his homo. Orders of April 24 aro so amended as to detail Brigadier General IT. L. Scott, general stall, as momber of the joint board, vice Mnjor General Leonard Wood, relieved. Fort Sam Huston. Tex., is designatod as station of Captain Parker Ilitt, signal sig-nal corps, whilo on duty in field, with. Second division. Captain W. S. Wells and First Lieutenant Lieu-tenant George ft.
