IN 1866, when Salt Lake -was only a village and the Lnited States mail was delivered to its citizens from the window of a small postnllice, Lucius A. Billings entered the service as one of the three clerks required to administer admin-ister the affairs of the office. Ue is still thero, and "Uncle Josh" Bilhngs, as he is familiarly called by the other cmplove.es of the postoffice, is now head of the mailing department m one of the most important offices of the entire postal service and in one of the finest federal buildings in the west. During the annual convention of the National Federation Of Postoffice. Clerks, to be held in this city Septem ber 2. ,ri and 4, "Uncle Josh" will be one of the prominent figures, inasmuch as he is now the oldest emploveo in point of continuous service in this country. Next December will mark the forty sixth anniversary of his entry into Uuelo Sam's armv of postal clerks, and will record the completion of his forty-sixth forty-sixth year of "sticking to it" which process is. one way of becoming a departmental de-partmental head. Cherry Creek, Ashtabula county, O., was the birthplace of Mr. Billings, who was first numbered "among those present" pres-ent" on September 18. 1885 In the T0s voung Mr BUlings went to California Cali-fornia by the ocean route via Cape. In 1861 ho enlisted in the Third California Cal-ifornia volunteer infantry aud served under General Connor until July, .1866, when he was mustered out. He came to Utah that summer and was appointed to his first position in the Salt Lake postoffice the, following December. Mr. Billings vvill soou bo 77 years of ago, but there are no signs of declining de-clining activitv aud he -will probably head the "veteran employees" class for manv vears Mr. Billings's record in the postal service will be sot forth, in a special nrticle in the official programme, pro-gramme, for the convention, to be issued is-sued within a few days. |
