Show FRANCO-RUSSIAN KNOT TIGHTENED Follows Close Upon Meeting of Czar and Kaiser; Germans Disappointed. Special Cable to The Tribune. BERLIN, Aug. 24. The conclusion of the new Franco-Russian convention still excites tho public mind, and although It is not considered a menace to Germany, it has nevertheless caused widespread disappointment that the convention should come so shortly after the meeting between the kaiser and the czar. It seems to throw sorno 6hadow across the former's diplomatic ability and usefulness use-fulness to the country, especially as several sev-eral French papers weeks ago announced that while the knlsc-r had full power to act for his people, the czar could, give no binding promises, until after M. Poln-oare's Poln-oare's visit to St. Petersburg. The prophecy has now come true, and great Is the disappointment of the people of Germany, who remembered how the Potsdum agreement resulted from the last meeting between czar and kaiser. Is considered to lie more In the emphasis Of the. close relations between Russia and France, and In the strengthening of their alliance rather than In any actual extension of their nrrangements for cooperation co-operation In case of war. If France and Russia, under t lie terms of tho previously previous-ly existing alliitiice. were engaged ln war against other powers, their navies would necessarily acr together with or without spicule agreement on this particular point. Tin new convention Is thus regarded re-garded ;is political rather than strategical strategi-cal in character The advocates of naval expansion will exploit the conclusion of the convention to nld their vigorous propaganda for a blgper Gorman fleet. The convention will be described as a new link In the chain which the irlple alliance of Great Britain. France ;ind Russia Is accused of forging around Germany. |
