Show CMffi UNTRUE Grossly Deceived as to Philippines. Gov. Wright Exposes Falsehoods False-hoods of Democratic Candidate. No Excuse for the Misleading Statements State-ments Uttered by tho Man From Esopus. WASHINGTON", Oct. 23. Tho following cablegrams from Secretary of War Taft to Gov. Wright of tho Philippines and from tho Governor to the Secretary in roply thoreto, wero mado public at tho War department today: "October 20, 1901. "To Mr. Wright. Manila Tho Democratic Demo-cratic candidate for President on Octo-bor Octo-bor 15. in a public address, said: " 'But two classes of our peoplo can hopo to be benefited by our holding tho 'Philippines tho clns3 which is always hunting for special Government privileges privi-leges and tho class which aeoks to mnka of office-holding a means of livelihood. Tho latter class In tho Philippines comprises com-prises somo officials of whom a student of students there recently said; " 'Of the character of many In office, too llttlo cannot be said. At tho best thoy havo been inefficient; at tho worst, dishonest, corrupt and despotic. The lslandH scorn to have succeeded in getting U10 very dregs of our people.' Passes Comprehension. "Ho also said: 'The situation In tho Philippines today Is so terrlblo that It pnsses tho comprehension of oar people at homo. Agriculturally tho country la for tho tlmo ruined. Land Is going out of cultivation; the population Is ill-fed and In aomo places unablo to get work. Tho country Is overburdened with taxation; tax-ation; disease Is prevalent: the farm anl-malH anl-malH dead, the towns In many places In ruins, while districts In the hands of ladrones; tho prlco of products poor and unremuneratlve. Public opinion has no freo expression; newspapers aro bought up or are browbeaten Into silence; men of Influence who criticise tho commission aro ostracised; the plays produced In tho theater are censored; thero Is not nn organ or-gan of expression of tho popular voice that Is not controlled. In prlvato life the men are subject to a complcto, far-reaching, far-reaching, thorough system of espionage. Detectives appear in the gulso of servants serv-ants and tho oath of a slnglo one Is enough to destroy a man's reputation, property, or even life Itself.' "Your comment as civil Governor upon this statement of conditions In the Islands Isl-ands Is requested. (Signed) TAFT." Does Great Injustice. Tho reply of Gov. Wright was received hero from Manila at 1 p. m. today (October (Oc-tober 21) and was as follows: "Mnnlla. Secretary of War. Washlngton-Wlth reference to your telegram of October 20 quoting recent utterances of Judge Parker Par-ker upon administration and conditions hero and requesting Atatemcnt of facts relating thereto. I report as follows: "First, the statement that any considerable consid-erable number of ofilclals have proven corrupt. Inefficient or despotic docs great Injustice to a body of hardworking, self-respecting self-respecting Americans whose character and service will compare favorably with those of employees of the Federal or Stato Governments. Whllo there have been a number of defaults by subordinated, subordi-nated, they are few as compared with the whole, and have been promptly detected nnd punished. Total defaults since July, 1M1, beginning civil Government, 78,tt9 No ultlmnte loss. Government protected by Insurance. "We have comprehenslvo civil service law rigidly enforced, under which antecedents ante-cedents and qualifications employees arc scrutinized. Defaulters, with few exceptions, excep-tions, appointed during disturbed conditions, condi-tions, prior to tho Inauguration of the law. Complaints ,of opprcsslvo acts exceptional ex-ceptional and promptly Investigated and corrected. Relations between tho American Ameri-can officials and Filipinos, as a rule, cordial. Nothing to "Warrant Charge. "Second Nothing warranting tho statement state-ment that towns are In ruins, lands are going out of cultivation, peoplo ill-fed unable o got work and tho country ruined agriculturally. Towns In tho same state as before tho Insurrection, savo a fow burned by insurgents, which havo been rebuilt and reoccupled. Towns generally gen-erally populated as before. Sanitary conditions con-ditions gonernlly Improved, labor generally gener-ally equals and In some cases exceeds supply, sup-ply, and at Increased wages. "In 1901 and 1002 epidemics of surra and rinderpest destroyed probably 70 per cent of animals used In agriculture, causing reduced area of cultivated land and considerable con-siderable distress, which tho commission relieved by inaugurating public works through aid generously extended by Congress. Con-gress. Have succeeded, by Inoculation, in checking rinderpest. Thoso localities moat seriously affected havo drawn from those whoro disease did not prevail and this, together with animals Imported and tho natural Increase, has caused a steady Increase, so that at present there Is under cultivation nearly all lands heretofore cultivated. cul-tivated. Exports and Imports. "During the fiscal year ending June JO, ISM. exports wero SS0.22ij.l27; imports, S33.-221,22). S33.-221,22). Exports fell off as compared with tho previous year, because of decrease in copra nnd sugar crops, due to the phenomenally phe-nomenally small rainfall In certain sections sec-tions and lo a plague of locusts In others. "Of exportationfl, $21.7JH,9S0 wan hemp: of Importations, 511.54S.S1-I was rice, tho principal food of the people. Present crop In all lines exceptionally good and prices remunerative, and there Is not now and will not be for the coming year, any suffering suf-fering from lack of food. Enrollment in puollc schools in 1C03 was 1S4.202. and In mi C3,FG. "Third Taxation is not oppressive. Customs Cus-toms duties average about IS per cent ad-valorem. ad-valorem. tiH compared with 25 p.r cent under Spanish regime. Industrial taxes also aro less than Spanish. Receipts honestly hon-estly applied for the benefit of tho people. peo-ple. ' LadTonism Not Popular. "Fourth It Is not true that there aro whole districts In the hands of the la-drones. la-drones. There have been occasional Instances In-stances during the last year of depredations depreda-tions of ladrones who Dnd concealment In remote mountain fastnesses and raid isolated settlements of natives and steal their corabous. They have been relent-losaly relent-losaly pursued by tho constabulary and scouts, who are natives, usually commanded com-manded by American officers. As a result re-sult of this policy. ladronlam is no loncer popular or profitable. There la nt this tlmo not a slnglo band of ladrones oper-?U oper-?U ,n,.tne frcat Isnd of Luzon and In the Vlsayan Islands. "There arc only four or five ladrono leaders with a few followers, who occasionally oc-casionally glvo evidence of life bv stealing steal-ing caribous or plundering remote settlements. settle-ments. They pass moat of their tlmo on- i deavorlng to dodge tho constabulary, rnoro is no dleordor or disposition to vlo- ; lenec among tho great mass of the poo- plo, who aro attending to their usual vo-' cations. Americans can and do go overy-whoru overy-whoru without danger or thought of It "In 1!KU thcro woro about 18,000 Amorlcan Amorl-can troops In "tho Islands. ThlH yean there arc only about 12,000. It may bo Ktntod generally that llfo and property aro as wifo hero ns In .the United States. Thoso general statements as to peaco and order aro Intended to apply to all of tho Isianda Inhabited by civilized Filipinos except tho island of Sumar. It has a population In tho mountains of tho Interior, Inter-ior, many of whom havo never seen a white mnn, are semi-savage, and havo a weakness for raiding towns along ths coast. They aro also religious fanatics, generally directed by a pope claiming to bo invulnerable. No Trouble in Soven Months. "Seven months ago thoro was Irruption Irrup-tion of these people, who plundorod and burnwl a number of barrios of coast towns, killing men, women and chlldron, when tho slightest resistance waB offered. of-fered. They havo been given a oovoru lesson by the constabulary and scouts, but thorc aro still a number of small bands of these people prowling about thu country. Similar half wild men aro found scattered through tho mountains of the .uchlpelngo and until their country Is opened up by roads and schools aro established, es-tablished, occasional disturbances of tho oharnctor Indicated may be oxpected. "Fifth Statements that .newspapers aro bought up or browbeaten Into sllonco, that men who criticise tho commission aro ostracized, all organs of expression of public opinion controlled, and that thoro 18 no freo expression of tho popular mind, aro wholly unsupportnblo by facts. Tho right of freo expression of opinion through press or othorwlso Is rocognlzod hero as In tho United States and practiced prac-ticed with tho sonic freedom; tho only limitation bolng responsibility for libelous libel-ous and Blanderous utterances; tho law relative to theso bolng drawn from federal fed-eral nnd stato statutos of tho Union. "No newspaper has beon subsidized or browbeaten, nor has nny ono been ostracised ostra-cised for criticising tho commission Tho latter havo frequently boon tho subject both of criticism and attack by newspapers news-papers and Individuals. Political questions. ques-tions. Including Immcdlato Independence, aro ovary day discussed freoly and without with-out Interference, theatrical playa aro not censored. The only poBolblo excuso for such statements Is thnt something over a year ago a crack-brained playwright produced a play In Tagalog, full of Insurrectionary In-surrectionary utterances and eliminating eliminat-ing in tho tearing down and stamping upon tho American ling upon the stage, for which ho and somo of his fellow-actors were prosecuted and convicted. "It Is equally untrue that men In prlvato prl-vato life are subjected to espionage or that detectives In tho gulso of servants are employed All thcBo statements aro the voricst nonsense without a scintilla of fact to support them. Tho only use to which detectives are put Is to rorTOt out criminals, ns is dono In the United StatcH. and tho number of detectives employed em-ployed by tho Government, upon comparison, compar-ison, will bo found to be fewer hero In proportion to population than In New York. "Judgo Parker has evidently been grossly deceived. " |
