The Washington Evening Star of March 2d says : The constitutional convention in Utah is discussing the principle of minority representation by cumulative voting. There, as elsewhere, we suppose, sup-pose, majoritiod will oppose aud minorities minor-ities favor it. If this had not generally gener-ally Wen the case, a system of voting so fair on its faeo and so thoroughly in accord with the principles underlying popular government would have been adopted throughout the country long ayo. We are pleased at being able to assure as-sure the Star that in this case the majority did not oppose it, but the measure was incorporated in the con-sucuiion con-sucuiion framed by the convention without a dissenting vote. Strange as it would seem in any other part of the United States where the minority have ouie sense of political decency, . the so called "liberals" of Utah hadn't even the good ;a-te, nor average sense, through their organs, to aekcowlcdge ' the act so gracefully performed by the majorisy. The "illiberal" "illiber-al" Mormons have shown more genuine genu-ine rcpub'ic-vusiu in the constitution ' Ute'y fiamed than any Territory hith erto aimitted as a State: and the "liberals" eppd. to them continue a ceaseless wail for the most anti-repub-liea m;a-ures ;o b: adopted to place their beccar'y scarecrow of a party in political pretuaey in the Territory. Whi'e the Mormon majority ma-jority hive place i minority representation rep-resentation within their reach, some of their leaders have urged the disfranchisement of every Mormon, as a polhieit necessity to place power in their hands; and they hive applauded ap-plauded every move of the judiciary that has pointed towards this ead, of which debarring Mormon?, because of their faith, from sitting on juries which were to try other Mormons was one of the first step'?. Now, as in the pa.t in this Territory, the Mormon majority havo shown a truo appreciation apprecia-tion of republican liberty aud freedom, and their enemies and accusers have desired to see freedom crushed aud liberty bound that they might have sway. Their motto has been "rule or j ruin." |
