At a dinner given last evening by tho Territorial delegates dele-gates to the President, Vice President and Speaker Blaine, ono of the speakers speak-ers argued that delegates ought to have votes on subjects affecting their Territories, while another favored the suggestion which had been made else-whore else-whore to unite the inhabitants in sufficient suffi-cient numbers, or to alter the federal ratio of representation, so as to secure votes in congress; the argument being presented that a long time must olapse before seve: al Territories, havo a sufficiency suffi-ciency of population to be admitted, and that as the people of the Territories Territo-ries are citizens, they should acoording to the fundamental principle of freo government, have proper representation, representa-tion, which includes voting in congress. |
