Show SUCCESS OF THE NEW LOAN If Washington dispatch is to be relied re-lied upon then the President and Secretary Sec-retary Carlisle are not doing their duty to the people in the matter of the new loan This dispatch says it is understood under-stood that neither the President nor Mr Carlisle places any reliance upon the success of the popular loan plan except through the aid of the syndicate syndi-cate All of which means that the reliance re-liance Is upon the syndicate It is also stated that Mr Cleveland was constrained con-strained that is the word used to make this a popular loan It is to be hoped that all this Is untrue for otherwise other-wise it will be a very bad reflection upon the administration and an Injury to the public credit Of the necessity for a public loan for the protection of the gold reserve the President and his Secretary of the Treasury are the Judges When they have decided that that necessity has arisen it is their plain duty to make sure of the success of the loan and on the most advantageous terms for the government If they have serious doubts as to the wisdom of a particular particu-lar plan they should not adopt it because be-cause they Incur the risk of its failure and the failure of any plan to secure a loan no matter for what cause works injury to the credit of the government gov-ernment no matter what its solvency Is or the extent of Its resources maybe may-be It Js bad financiering If as reported re-ported Mr Cleveland and Mr Carlisle Car-lisle place no reliance In the success of a popular loan they should not attempt at-tempt one for only the safest and most conservative financial methods should be employed in such cases If their ro liance Is upon a syndicate after all It would be much better to make that the reliance in the first instance for government financial operations are not exempt from the contingency of falling between two stools A popular loan is a proper national loan and that having been decided upon it is to be hoped it will meet with unbounded success It Is scarcely probable that those who have decided upon the loan are lacking in reliance upon the method of putting it upon the market |
