action formally avowing the candidacy of Senator Allison for the Republican presidential nomination At a meeting of the senate committee commit-tee of foreign relations today a resolution reso-lution prepared by Senator Davis defining de-fining legislative action and the attitude atti-tude of this country toward foreign encroachments on the Western hemisphere hemi-sphere in accordance with the Monroe Mon-roe doctrine was discussed but final consideration postponed until Friday While the committee are most unanimous unani-mous in advocacy of such declaration there seems to be hesitation especially on the part of Senator Gray who expressed ex-pressed the opinion that unless the declaration was modified in some particular par-ticular it might lead to complications which might be avoided by proper care The text of the resolution was not given out but it is understood it Is a strong and concise declaration asserting as-serting American doctrine in no un mistakable terms The committee on foreign relations granted a brief hearing to representative representa-tive McCormick Admiral Irwin m and others in favor of the proposition of the Pacific Cable company of New York for the construction of a telegraphic tele-graphic cable from the Pacific coast to Hawaii They represented this company com-pany would undertake the construction of the line provided for within three years upon condition that the United States would pay the company annually annual-ly twenty years a sum equal to 25 for each nautical mile of line The company is the one headed by Mr Scrlmser which
