mar years The national adminstra tion Republicans were so strong that the opposition to them was not felt anywhere Of the four congressional districts in which there were contests that of the Twentyfirst district in which the delegation of Mayor McKis son of Cleveland figured was the only one of any proportions The McKlsson contest kept the committee on credentials creden-tials In session all night All the other cofltcats were decided against the already ready very small minority The new state committee did not organize awaiting the report on credentials but it is understood that Cyrus Ruling will be chairman of the central committee and Harry il Daugherty chairman of the executive committee both close friends of Senator Hanna There are differences of opinion in the committee on resolutions a to the declarations on the state adminstration and the bolting Republicans in the legislature and these resolutions may be ignored tomorrow to-morrow Governor Bushnell occupied a backseat back-seat on the platform today and many of the strongest Hanna men object to any resolutions regarding his administration admin-istration or on the action of the bolting bolt-ing Republicans in the legislature When Hon H M Daugherty called the convention to order at 4 p m the only disturbance was that in the section sec-tion of the hall assigned to the Twen tyfirst congressional district The Hanna delegates got in early through the indulgence of a assistant sergeant the seats atarms and preempted seat The other delegates crowded into the same set and both delegations participated parti-cipated but Chairman Grosvenor put everything through in viva voce voting so that there was no collision Chairman Daugherty in opening the convention strongly endorsed the war against Spain and the presidents policy pol-icy and had read a letter from Senator Hanna who expressed regret at being unable to accept the invitation to preside side over the convention a he believed he was better serving his party by remaining re-maining at his post in Washington Congressman Grosvenor was temporary tempo-rary chairman and later became the permanent presiding officer the temporary tempo-rary organization having been made ray orgaizton ben mae permanent GROSVENORS BLAST On being introduced as temporary chairman Congressman Grosvenor at once entered upon a review of the record rec-ord of the present national administration administra-tion He praised President McKinley for having resisted the great pressure to rush the nation into a war with Spain before any preparation could be made for carrying on the war Incidentally Incident-ally he denounced the element in congress con-gress that had so persistently demanded demand-ed war during the earlier stages of the trouble and which had slice opposed the efforts of the administration to raise the necessary funds to carry on the campaign campagn Referring to the policy of the administration admin-istration in Cuba Porto Rico Hawaii and the Philippines ilr Grosvenor said in part We are confronted with some new I questions new questions of national policy One of them relates to the I mipstion of whether or not we will take oueston hold and fortify and eternally with the bessing of God defend the Hawaiian islands as part of the erritory of the United States I will b the policy of the administration adminis-tration to plant the flag of the United States in Hawaii to occupy it and to fortify it and mae it a part of the territory of the United States and when the war is over we will then setUP set-UP the question of what sort of a government gov-ernment we will have over there Enthusiastic En-thusiastic cheers Momentous issues are before us GreatTiuestions of politics growing out of the capture as I believe we shall capture foreign territory questions in American politics that will be new poltcs questions that will challenge the statesmanship states-manship of the hour questions that can be settled better by the party that made McKinley president than by any other party that can be formed in the United States Le us wait I is not important to settle the status of the Philippine islands now I isnot important im-portant to settle the character of the government the stable government which we promise to Cuba It is not proper just now to settle the status of Purto Rico for we have not got soldiers qn the soil of Porto Rico but when the I time comes you know and I know and I all the world knows that William McKinley Mc-Kinley backed and supported by the Republicans of this country will settle all these questions patriotically wisely and from the standpoint of American progress in the career that God has marked for us in the world Applause Ap-plause I make no prognostication except this I doubt much whether you and I will live to see the day when by the order of a Republican administration and surely not by the order of McKin leys administration the starry banner of your countrys glory shall be pulled down from flagstaff where dOWI any fagsta conquests con-quests of arms has placed it Great applause OHIO SITUATION Continuing Mr Grosvenor touched upon the situation in Ohio in the following fol-lowing words In the light of these mighty surroundings sur-roundings the glories of your country in contrast with the other countries of the world the pressing duty of the citizens cit-izens of the country to stand by the administration of the government how contemptible how small is the factional fight that singles out men to punish for s me supposed political error of theirs Applause How contemptible is the greedy rush of political power and mimation when the ultimate wish and hope of every American citizen is lat tne result in Ohio shall be to strengthen and uphold the loyalty and patriotism of the American people Applause I am ready to bury anything that happened in the past if the man who was guilty of some wrong at the time will be an honest Republican today Cheering I am not willing to fraternize I frater-nize with any man who is not a loyal Republican today Continued applause ap-plause Along these lines of party duty of patriotic duty let us come together and form our organization The convention adjourned till 9 a tomorrow and if the resolutions m resolutons are ready it will soon complete its work READYMADE RESOLUTIONS The original programme had SenatOr I Hanna for temporary chairman today I J and Senator Foraker for permanent chairman tomorrow but neither of the senators could leave Washington pending pend-ing consideration of Hawaiian annexation annexa-tion and Congressman Charles H Grosvenor was substituted for both of them His keynote speech has been r anticipated with interest as he is I rec i 0 t j 4 i ognized as a confidante of the national administration General Grosvenor did not arrive until today I is understood that he brought from Washington certain cer-tain resolutions that were endorsed by the senators and others among them being a resolution favoring the annexation annex-ation of the Hawaiian Islands The McKisson delegation from Cleveland Cleve-land gave a parade this afternoon passing the Neil House where the state committees and the candidates have their headquarters Mayor Mc Kisson was in the front rank of the line which included over 300 marchers Some of their friends here joined the procession when the special train arrived ar-rived from Cleveland with the contesting contest-ing delegates The band played There Will Be a Hot Time in Old Town Tonight To-night As the parade passed the state house and the Neil House where the largest crowds were assembled The other delegation del-egation from Cleveland has a banner out at the Neil House reading Headquarters Head-quarters of the loyal Republicans of Cuyahoga county The committee on credentials tonight decided not to recognize the McKisson delegation from Cleveland |
