Show WORK OF THE LEGISLATURE Occasionally one hears some criti cism of the legislature that it is not doing much It is really doing a great deal It is steadily and persistentl refusing to encumber the statute books with unnecessary or bad legislation legis-lation It is not permitting the passage pass-age of any bills that are a menace to the welfare or reputation of the state for conservatism with perhaps the exception of the foolish antihigh theatre the-atre hat bill Certainly this is very much The legislature is adhering I strictly to its declared policy of retrenchment re-trenchment and nothing could be more commendable than this One of the curses of almost every state In the Union is overlegislation not a state suffers from too little legislation leg-islation In nothing is it truer than In the making of laws as a rule that it is better to bear those ills we have than fly to others that we know not of Utah legislatures have never been actuated by the belief that all our I human ills how many of them there are can be cured by the enactment of a law This is true of the present legislature and it is to be hoped it will be true of all future legislatures The majority of the evils that come upon mankind come as the result omens o-mens own imprudent or reckless action ac-tion and no law can cure them their cure must come from the nersona reform of those from whose action they result Utah legislatures have generally sensed this fact and acted accordingly As to the charge that the present legislature Is not accomplishing much The test of that charge will come when its work is completed and it is before the people It should be borne In mind that there is the work of the code commission to be considered and passed upon That work appears to have been very well done and it covers substantially all subjects that require legislating upon The legislature is giving this work thorough consideration considera-tion Before the session ends the work will all have been passed in review and acted upon To have done that alone will be for the legislature to have done a very big work It has certainly refused to pass several obnoxious bills The negative neg-ative work of a legislature is just as important as its positive work The present legislature should not be judged until it outs off its armor When it does that let It be judged it will not be found wanting |
