| Show SLOW AT lAWMAKING Senatorial Contest More Effectually Blocks the Wheels 4 LEGISLATORS ALL AT SEA BRIEF SESSIONS HT BOTH SEN ATE AND ROUSE 1 Resolution Authorizing the Governor t Appoint a Messenger Causes a I little Friction A Bill Relating t Bank Ecserves Trtdiin Depreda ton Referred After Passage 4 Just enough business was done by the senate yesterday so that the senators sen-ators might boast that they had accomplished ac-complished some work They only did this much a a salve to their consciences Senator Robison was the only absentee absen-tee during the day The senator was called to Provo on business early In tne morning The reading and correction of the minutes was all that was done prior to the joint session At the conclusion of the balloting Senator W G Nebeker introduced the first bill which has come before the senate since Monday Senate bill No 9 by Mr Nebeker an act to amend section 378 of the revised vised statutes of Utah ISiS relating to bank reserve and liabilities This measure provides that bonds of the United States shall be a portion of the available reserve funds of banks I was referred to the committee commit-tee on private corporations On motion of Senator Smoot it was ordered that all bills presented In the senate up to the present time be printed and that copies be distributed to the senators THE GOVERNORS MESSENGER House concurrent resolution No4 by Robinson providing for the appointment ap-pointment of a messenger by the governor gov-ernor to transmit communications between be-tween fie chief executive and the legislature caused tho first little ripple which has disturbed the calm surface of senatorial courtesy thus far It was only a tiny ripple and was soon smoothed awa Senator Smoot had moved that the rules b suspended and the resolution I be passed and the secretary was already ready calling the roll when Senator W G Nebeker rose to his feet To my mind said he this resolution reso-lution ought to be laid on the table and a committee be appointed to ascertain ascer-tain the political complexion of the individual in-dividual whom the governor will appoint ap-point a I understand that he has the entire appointing power He may select some partisan who would not be agreeable to the legislature hence I I think we ought not to act on this resolution at present somewhat Senator Howell glowered darkljjjin Senator Nebekers direction I as he rrVe to reply It serins to me said he that we can gratit this courtesy to the governor gov-ernor gr He needs this messenger and Uie political party to which the appointee ap-pointee may belong is n matter of little moment I is beneath the lte dignity of the senate to quibble over so small a matter I agree with the senator from Cache agre Senator Smoot The officer of-ficer to be appointed will be brought dirt in contact with the governor and I think we shbuld permit him to I name the party to fill it I we do not I should favor voting down the I whole proposition I dont propose to be a party to any action that will impose im-pose upon his excellency any person who might possibly be agreeable tone to-ne and not to him The voting then proceeded and the resolution passed Senator W G Ncbeker being its only opponent The senate then adjourned until 11 oclock this morning 11 |
