report I re-port for the year 1S9S I i a very I comprehensive document and contains some recommendations that will be i I I na1 with Interest at this particular i time when the water question i confronting i I con-fronting the people Financially the report makes a good I showing for the department the cost of maintenance having been 20 per cent less than during the preceding year The year says the superintendent has been a very trying one on the department de-partment The unusually severe frosts of the winter mir ihs froze up some mains and a great many service pipes causing much for the year 1SS7 a reduction of 17599 The cost of construction during the constrcton year amounts to 436830 of which I 5407490 was expended for new mains ard extensions Made The system ha had sundry improve m > nts added to it at an expenditure of I sCul33 included in this is the cost of T32 new services amounting to 462703 ols i the Jowerinf of mains five ny drants and service which amounted to 229U7 and the cleaning of the springs tunnels and creek in City Creek canyon amounting to 500 The department has furnished material mate-rial and performed labor for the various vari-ous departments of the city govern ment amounting to 116089 and for in di iduals and companies to the amount of 62186 There has been expended for miscellaneous miscel-laneous items 478269 included in which Is 318404 for thawing out frozen mins and service pipes in the early part of the year The cost of running the in Emigration 23401 pumps Emigton canyon 2401 I aid fw disconnecting and hauling away the machinery from the pumping sta tion 17030 assessing water rates and transcribing assessment rolls 74968 and for compensation of water detectives detec-tives 23 The department drew from the store house in excess of purchases placed therein 44173 in material This makes a total expenditure for the year of 3634456 a against 39 7S456 for 1897 a difference of 3440 There was laid during thee the-e r 3043 feet of the work done in City Creek canyon where the springs tunnels and canes were thoroughly cleaned during the early summer In referring to Parleys canyon can-yon the superintendent says during the dry satisfactory wherever introduced The consumer by this means simply pays for what he uses which is perfectly just alike to him and the corporation supplying the water I most urgently recommend that all large watertakers be required to supply themselves with meters This can readily be accomplished accom-plished by the city supplying the meters me-ters and furnishing them to watertalc er upon their depositing n amount equal to the cost of the meter to be refunded re-funded t them upon its return This Is the same principle upon which gas and electric light Is furnished t consumers con-sumers in this city The waste of water through lawn sprinkling can be greatly curtailed by allotlng each watertaker a definite time in which to sprinkle his premises allowing a specified number of minutes in a certain hour each day for every square yard This would be on the some principle that Irrigation water is se princple tha IrgtIon I now allotted Under the system of lawn sprinkling now in vegas a person per-son having only fifty square yards ca sprinkle the entire three or four hours allowed In his district or just a Ions as he who has 50 square yards With the exception o the imperfections imperfec-tions heretofore alluded to I have great satisfaction In reporting that the waterworks water-works system is in good orking order the hydrants and valve are all kept in good repair and the employees of the department a working together in harmony to render the system as effective ef-fective a possible and to promote the i beat interests of Salt Lake City UTAH FORESTRY ASSOCIATION Interesting 2Te2ting Held at the Joint Building Yesterday A meeting of the Utah Forestry association as-sociation was held yesterday afternoon at the office of Dr John R Park in the city and county building The members present were Dr J R Park president 1 W Richards John Sharp Martin Gem John r Fwaner J A Cook Professor Roylancc P P Christensen Colonel Stevenson Professor Profes-sor H Cummings Dr H J Faust Frank H Andy and R Kletting secretary sec-retary Messrs John Sharp L A Cook Frank H Rudy and Professor Horace Cummings I admitted to membership mings were amited memberhip A communication from Dr J E Tal mage president of the illcroscopjcal society inviting a combination of the Microscopical society Mathematical and Historical societies and the Forestry Fores-try association for the puipose of forming form-ing a joint body under some such title a Utah Academy of Sciences Opinions as to the advisability of sucl > a step varied and on motion a consisting con-sisting of L W Richards Colonel Stevenson Stev-enson and P P Christensen was appointed ap-pointed to confer with Dr Talmage on I the subject and to report at the next meeting Another committee consisting of P I P Christensen Martin Garn W G Roylance John Sharp and JoIn C Swaner was appointed to confer with the committee on forestry of the state I legislature for the purpose of obtaining such legislation on forestry matters a may be deemed beneficial to the state The creation of the office of a state I fish game and forestry commissioner was advocated as well a the enactment enact-ment of stringent laws against leaving I firesThe camps without extinguishing camp I The advisability of following the example ex-ample of Colorado where United States forest wardens are by consent of the I general government appointed state fish and enn wardens I game was recommended recom-mended by Mr John Sharp Colonel Stevenson presented the society so-ciety with a set of pamphlets containing contain-ing forestry all United States laws relating to AV G Roylance reported that a majority I ma-jority of the people of Utah county desired the United States to create a forest reservation in the southeastern part of the county at the same time I allowing some timber cutting for domestic do-mestic purposes and some grazing under un-der proper directions After some discussion the meeting adjourned ad-journed subject to
