Show RADICAl SCHOOl lAW CHCNGfS BILL PROPOSED TO MAKE SUPERINTENDENT SU-PERINTENDENT ELECTIVE Also Contemplates Uniting School and General Election Moyle One Promoter of the Measure A bill will in all probability be introduced troduced in the legislature this week by lepresentativ Home or some other member of the educational committee providing for some radical changes In the present school law governing cities of the first and second classes In a nutshell the proposed measure contemplates con-templates combining the school election with the genera election in the fall the effect of which will be seen and also providing that the superintendent of schools shall be elected by popular vote for a term of four years This will of course debar any person from I outside the city or state to hold this position as it is provided that the law governing the general election in the fall also govern in this case The proposed bill is the result of I study and work on the part of Oscar I W Moyle member of the board of education edu-cation Representatives Home and I Cummings The measure provides that on the Tuesday next following the first Monday in November 1900 and bl ennially thereafter there shall be elected in cities of the first class one member of the board of education from each municipal ward for a term of four years It is then provided that s t tle general election next fall a superintendent super-intendent of schools shall be elected in cities of the first and sond class for a term of four years said superintendent superin-tendent to receive a salary not to exceed ex-ceed 2uOO per annum In case of death resignation or failure from any cause to act the board shall elect a superintendent term to fill the unexpIred 1 Another provision is to the effect I that no member of the board shall be I eligible to a position as teacher in any I school under the supervision or control I of the board of which he or she Is a member It is also proposed to have I the school enumeration conducted between j I be-tween the first and second Mondays In July instead of the last half of that month as at present The bill is expected to cause quite astir i a-stir because of its radical I Innovations S r Some members of the board are salt i to be opposed to it and the passage of I I the measure is not certain I |
