agjidists Has Suddenly Cooled Comment On the Canadian Treaty Negotiations Why English Road Buy American Locomotives + Copyright 1S9S by the Assocated Press London Feb Telegrams from Washington reporting that the Anglo American commission is encountering serious head seas are followed herewith here-with much anxiety as the opinion prevails pre-vails here that the future of the Anglo American entente largely depends on the success of the present negotiations The Speaker voices the general feeling by saying that the news regarding the commission is very disquieting It is impossible the Speaker adds to say where the fault lies but a fail ure to arrive at any understanding will be a serious blow to the hones of both countries in regard to the future relationships rela-tionships Perhans the less we say about the matter while it is still in suspense sus-pense the better it will be for the prospects pros-pects of a satisfactory settlement The Saturday Review as usual finds the United States is entirely respansible for the hitches in the negotiations I says There are signs that we shall receive another object lesson very soon as to the real nature of the sudden great affectiOn which America is said aect to have forEngland The AngloAmeri can commission has been struggling to arrive at an agreement but the process has not been thus far characterized by an overwhelming desire on the part of America to deal generously with Canada Can-ada I will not be a surprise to those who know the rhnriotpr of the Wash ington policy if the report that a fail ure is practically assured proves to be true The Saturday Reviett has another hasty comment with reference to he resolution of United States Senator 3Ic Enery in regard to the Philippines which the paper declares is mere timeserving time-serving for the senate to pass This resolution the Review continues is simply the outcome of a maneuver to secure the necessary vote to adopt the Paris treaty of peace The reputation of President McKinleys government Is indeed likely to disappear altogether In view a the report of the war oflice maladministration I is an astounding astound-ing scandal to find officials who are responsible for the gross irregularities and mismanagement of the war carefully care-fully whitewashed while a plaindeal I lag soldier like General Miles is discredited I discred-ited The report however Is a good object lesson to the people of England I will show them how the bosses work the machine and how unscrupulous even when his own country is concerned concern-ed the Washington politician ca become be-come LORD BERESFORDS SCHEME The scheme of Rear Admiral Lord Charles Beresford for the settlement of the far eastern question by the ior mation of a league to be composed of the United States Great Britain Germany Ger-many and Japan as cabled here from the United States has not aroused enthusiasm en-thusiasm in Great Britain The Sacs tator characterized Beresfords plan as futile and needless as It Is Immoral I then proceeded to argue that neither of the powers mentioned is prepared to provide an army to resist a Russian invasion in-vasion On the contrary the Spectator I says Great Britain would feel through all her veins that a Russian conquest of northern China had indefinitely increased in-creased the security of her Indian em mre bv nr army which will require half a century of victors to make it i equal to a Russian army The recent order for American locomotives loco-motives placed by the Midland Rail way company which caused a sensa tion here when it was announced was explained this week by the chairman of the company Sir George Ernest Paget who addressing the shareholders paid a significant tribute to the expeditious methods of American engine builders He said the company had ordered 170 engines from English makers in 1837 and not one of them is yet delivered and that when the company gave an additional order In December iSIS it could not get promise that one engine en-gine would be delivered in fifteen ffeen months so it was determined to ask I tenders from the Baldwin company and from another company in Connecticut Offers were received and in one instance in-stance the delivery of ten engines was promised in ten weeks from the time the drawings were r ceived and in tme another an-other case a shipment from America was promised In four months The shareholders the chairman continued could see from this that while the Mid I Qat Id land company coiild not get single engine en-gine in England In fifteen months it could get twenty from America in four months The chairman did not think the shareholders would require any fur ther justification of the directors ac tion and a a matter of fact they had doubled their order to one of the Amer lean firms Statistics published relative to the national income and expenditure indicate indi-cate that it is almost certain there will be a deficiency in the budget During the first fortyfive weeks of the present pres-ent fiscal year the customs have shrunk 974000 and the total income has diminished di-minished 175OCO while the expendi l ture has increased by 4750000 There fore there Is every prospect that the income tax will have to be increased to 9 pence I |
