ISThe proceedings pro-ceedings of the National Council of Women culminated today in a session which stands a one of the most remarkable re-markable held In this city for a Ions time The discussion hinged upon the consideration of resolutions concerning Representativeelect Roberts The conflict con-flict was intense and exciting from start to finish I had been known since the opening of the convention that the Roberts case conventon might bring about Interesting developments develop-ments The resolutions committee had been wrestling with the cage all the week but the struggle in open session did not commence until the report of the committee this afternoon With I that the real contest began and lasted five hours With reference to Reoresentative Roberts of Utah a majority and minority minor-ity resolution was reported The majority ma-jority resolution follows Resolved That the National Council of Women of the United States stands for the highest ideals of domestic and civic virtue a well as for the observance observ-ance of law in all its departments both state and nationan therefore Resolved That no person should be allowed to hold a place in any lawmaking law-making body of the nation who Is not a lawabiding citizen Minority resolutions were offered as follows Vhereas The passage of the Ed munds bill socalled established the law of monogamic marriage as binding upon all citizens of the United States therefore Resolved That no person shall be allowed to hold a place In a lawmaking body of the nation h6 is not in this and in all other matters a lawabiding citizen Mrs Rebecca B Chambers moved the substitution of the minority for the majority ma-jority report and was seconded by Mrs Lillian 31 N Stevens president of the National Womans Christian Temperance Temper-ance Union At this time said Mrs Chambers public opinion demands an expression of no uncertain sound upon a specific subject This council should deal with public questions fairly and squarely and this is a most important Question concerning womanhood Irs Judith Ellen Foster of this city favored the majority resolution She said Do not commitourselves to the views taught by any organization We I should put aside individual and per ter sonal matters The character of the national council forbids a direct expression pression on this matter The election of Roberts was not an act of the church to which he belongs Let i be left to the house of representatives Irs Elizabeth r Grannis of New York spoke in favor of the minority report re-port saying that sHe was there to I serve the whole people above the notional tional council if needs be Mrs 31 P Davis Michigan Mrs E C Manchester Rhode Island and Mrs L r Lovell Pennsylvania also aired themselves on the same side Rev Anna Gartin Spencer Rhode Island chairman of the resolutions committee said she considered the majority ma-jority resolution the broader of the two 1 stand here for it said she not because it is pointless but because it has many points Miss Anna Gerdon of Illinois offered a substitute resolution which she said had been drawn up as a compromise I left out the words Edmunds bill and contained some other changes but it was not essentially different in purpose pur-pose UTAH WO3IANS VIEW Mrs Zina Young Card of Utah said all the delegates wanted purity in the I family but were they able to investi gate the parentage of every child born into i the world I not why should the national council direct an attack uoon any Individual Miss Sadie American of Illinois delegate dele-gate from the National Council of Jewish Jew-ish i Women said that she had come out on her Sabbath to stand for breadth of view and urged that the organization organiza-tion should not concern itself with Questions of this sort I A rlsinc vote was offered on the amendment offered by Miss Gordon and f was lost by a considerable ma joity The discussion then came back to the original question as to et adop tion of the majority report on the Roberts Rob-erts question The famous Susan B Anthony said We have laws in all our states to punish pun-ish men who violate laws of the monog amic marriage but i we should go up I to congress would we not find men there who upon investigation would be punishable under these laws Why then should we go away out to Utah to seek out a man to punish Rev Anna Shaw said I has been stated here that the man some of us are trying to antagonize has no connection con-nection with the Mormon church We dont want to bring In a resolution bristling with points but bristling with a point We are told we must stick to general questions and yet we have struck against the canteen system the wearing of birds on hats and many questions of nowhere near the Importance Import-ance of the present one Every woman ought to protest against the seating of this man who has been guilty of violating vio-lating the law SUSA YOUNG GATES Susa Young Gates made a touching and Impressive speech She said I know of no argument which better shows the ability of this council to arbitrate ar-bitrate great questions than the discusSion j I discus-sion of this question for it has been I done In the best of spirit and yet i is a cruel thing to force us into a poI po-I bition which we donotwish to occupy I I you want the women of my people to accept your views why not treat I us with kindness would not dare to speak to you in insincerity and I ask I you to be charitable I want to bring to you argument but I see I ca only bring to you emotion and sentiment At the close of her remarks Dr Mary Walker came down the aisle and kissed Mrs Gates as she took her Seat Living in an adjoining state said Mrs Ida 31 Weaver of Idaho I feel 1 I that I know something of the political conditions of Utah and underlying all this excitement I think I see a political scheme I urge the majority report in justice to all Mrs Martha Tingey sad We all know the Edmunds bet was directed against our people and we feel that it is not the place of the national l council t d to cast another stone against us We object to being thought the only people ple in the United States likely to break the law A vote was then taken on the minority minor-ity report and it war lost by a vote of 31 to 16 This placed the majority resolution reso-lution before the convention Mrs Emeline B Wells said she had worked against Roberts but because she was a Republican and a woman suffragist while he was on the other side She was sorry that the Mormon question should have been made the main work of the convention A rising vote was then taken upon the majority report and on the call for the negative vote nobody arose and the chair declared the resolution I carried 24 to 0 i In the National Congress of Mother this
