the pace that will lead to a corrot solution of the many problems that have beset the satisfactory management man-agement of the police and fire departments depart-ments In offering his resolution calling call-ing for needed legislation in the premises prem-ises Councilman Morris performed what many present characterized as a splendid service for the municipality and one that received the favorable endorsel11cnt of his colleagues The resolution which was adopted is as follows Whereas The existing statutes of the state in relation to the fire and police po-lice dp1rtmenl of this city appear to be susceptible of a variety of interpretations interpre-tations by the courts which decisions have cost the city thousan of dollars in paying salaries in both of said departments de-partments at varioJH times wheX no services have been rendered therefore belt Resolved That this council petition the legi3lature of the state when it meets in January to pass such a law relating to the fire and police department depart-ment that will be so plain in all its provisions that it will be impossible to ilace more than one construction upon it and that a clauSe be inserted in the law repealing all existing statutes h WhiCh have any reference whatever to 1 Ue control of the fire and police de IJart111lnts of Salt Lake City And be it further reSolved That the committee 011 munidlal laws with the city attorney associated be and they are hcrby appointed to draft a bill for a law providing for the election or appointment ap-pointment and removal of the chiefs and all other officers and employees in the fire and police departments of cities of the first class and after paid bill is approved by this council that it be presented pre-sented to the legislature at the commencement com-mencement of the session with a request re-quest that action be taken by that body as early as practicable B F Grant tlnd 207 other residents and taxpayers of the Third municipal ward represented that the nlmierous tracks and switches of the Oregon Short Line Railroad company crossing the Intersection of Fourth West and FIrst North and on North Temple street from Third to Fourth Vest and the constant movement of trains over said streets rendered it extremely hazardous hazard-ous for persons to ross said tracks Life and limb uf children and adults were constant1y menaced and the numerous nu-merous serIous and fatal accidents consequent con-sequent upon the unguarded condition of the approacnes to said tracks made it imperative that some prudential and precautionary measures be adopted The petitioners requested that the railroad rail-road company be required to erect and maintain roper gates or guards for the protection of pedestrians on the Sleets llatned The
