| Show A Decision on Sorted Wools NEW YORK Aug 4The board of general gen-eral appraisers today rendered an Important Import-ant decision on the construction of paragraph graph 1S3 of the new tariff act which recently re-cently became the subject of controversy between the wool growers of Ohio and the carpet manufacturers of New England Their opinion Is that the sorting classes referred to in paragraph 1S3 apply to all wools including wool of the third class Sorting is herein in effect defined by the statute to be tho process of separation which increases in value imported wool by the rejection of part of tLe original fleece Tho phrase shall be twice subject to the duty to which it wool or hair would be otherwise subjected means that the duty on sorted wools when separated sep-arated otherwise than a to color ana increased in-creased in value shall be liable to twice the duty to which fleece in unsorted condition condi-tion shall be liable The sorting or manipulation man-ipulation of wools made with intent to evade lawful duties is a fraud on the law and subjects merchandise to penal duties imposed The board reverses the collectors I collect-ors decision in both of the cases under consideration I |
