and on Tuesday night he will continue the engagement by submitting the name of another physician as health commissioner to take the place which he considers should be vacant the present pres-ent incumbents term of office having expired Should the council again take adverse action upon the nomination which is altogether likely Ms honor will send in still another nomination and be prepared to keep this mode of procedure up for the remainder of the reason in fact he is firm in his determination deter-mination to name a successor for Doctor Doc-tor Beatty and in that determination Is ready to exhaust the entire available avail-able medical fraternity He feels tihat It is incumbent upon him by reason of the provisions of the charter and of the territorial statutes to name a health commissioner and for this reason rea-son is he so persistent In all cases It will be the aim of the mayor to place in nomination the best men at his command com-mand It is understood that the majority of the council will vote against any nominee nomi-nee of the mayor provided he is a Democrat and this position is said tab ta-b the real cause of the refusal to accept ac-cept the recommendation of the sanitary sani-tary committee The desire to see Doctor Doc-tor Beatty retain the position is of but little consequence if the truth has been told Pushing Gravity Sewer Work The work on the gravity sewer is being be-ing rushed with all the speed possible and splendid headway is being made On account of the limited time at the command of the contractors Labor Day will not be observed on the sewer and the great army of men in the employ of the regular and subcontractors will Continue their labors despite the arrival ar-rival of the legal holiday It has been decided not to work on Sunday however how-ever and this gives the men a much needed rest on one day out of the seven sev-en The indications now are that the entire system will be completed within the specified time but for tear there should be some unforeseen delays that portion north of North Temple is to be VI fully completed before ground is broken J brok-en below unless it should become very plain that the entire system can easily be finished in which case there will be no contest made on the part of the city over the desire of the contractors to extend the excavations below the intersection inter-section of North Temple street and Fourth West f Some days ago the engineers department depart-ment set the stakes for the excavations at the corner of Third West and Third North and last night the drain weston west-on Third North had been completed and the first dirt on the main trench will be thrown on Monday When work was knocked off last night the concrete and plastering at the extreme outlet had been completed and the work will now be allowed to settle for some time before the brick arch is put on On account of the failure of the board of I public works to take the necessary action I ac-tion the contractors are still constructing construct-ing the sewer with the new concrete proportions the offensive seven to one Instead of nine to one as provided in the original specifications It is more than likely that the board will refuse to recede from its position that the proportions pro-portions should be changed in order that more concrete might be used dn the construction through the heavy ground whose continual pressure endangered en-dangered the construction of nine to one The majority of the members of the bard take the position tlhat the sewer is being builded for all time and that the little extra expense should not be allowed to stand in the way of a change when there is some question I ques-tion as to thE durability of the old construction con-struction It is better to be on the safe side they argue and as the specifications specifica-tions and contract gives the board the right to order such changes should the occasion require at least that is the way the members of the board and the engineer read the contracts it is more than likely that the board when it once considers the matter will refuse to back down from its position The council considered and adopted the recom mondation of a minority of the committee commit-tee on sewers notwithstanding the fact that the majority had not reported upon up-on the question Such proceedings are something heretofore unheard of in the deliberations of any body The majority major-ity may have rome recommendations to J make on Tuesday night Repairing Damage Done By Floods It was 5 oclock last evening before the waters of Emigration creek could be turned into the general system on account of the great amount of work necessary in repairing the damage done by the floods on Friday afternoon That portion of the city lying east of Eighth East was without water for the greater portion of the 1ay and when the system was again opened the water which was delivered had a great consistency A large force of men labored on the repairs of the system over twent four hours and for the greater part of yesterday was directly uMer the supervision of Major Dailey who went up to tne break and remained re-mained there until the water was turned turn-ed into the system The damage done by the floods was sonsiderable and in consequence of the great quantities quan-tities of refuse matter and mud which were washed down it will be several i days before the old clearness of the water is restored All of the downtown I down-town hydrants were opened yesterday for the purpose of flushing the mains and the flushing gangs will be maintained main-tained until the pipes are again clean The watermasters department came In for a considerable amount of the annoyance on account of the excess of waters most of the ditches and canals the purpose of determining the exact nature of the fatal malady Several post and ante mortem examinations were made and while the doctors did not desire to make known their decision in the matter mat-ter claiming that it was necessary to make some microscopic examinations i of the diseased portions of he porkers pork-ers the health commissioner stated that it was not hog cholera although I 1k i i a disease most peculiar in its nature f When the result of the examinations ii are ready the officials will tell a waiting wait-ing public what is the matter with the animals Meantime the hogs are in the building inspectors department shows a very respectable increase for the month of August the tiptal cost of new structures for which permits were issued being 63420 Of the buildings the most important was the Presbyterian Collegiate institute mention of which was made in The I Herald several days ago This structure struc-ture will be erected just north of the old school on Second East
