Law Robbing Peter to Pay Paul WASHINGTON Feb 11The Farmers Alliance arraigned the Democratic and Republican Re-publican parties in the House today on the charge of extravacance in public expenditures expendi-tures and insisted the parties were ignoring ignor-ing the principal of the session in order to provide lucrative positions for favored henchmen of the dominant parties Representative of Simpson whoso sobriquet THE SOCKLESS STATESMAN has won him national repute was the man I to prefer these charges against the dominant I domi-nant parties and his speech was the most amusing and exciting incident of the day The question of expenditure came up under a resolution reported by the committee on accounts to appoint Walter E Halleck an exunion veteran to the position of assistant door keeper of the House After two or three Democrats and one or two Republicans cans had favored the resolution paying a high tribute to Major Halleck Tithlan of Illinois took the floor and insisted y bill which consumed the remainder of the day The Democrats of the west it now appears ap-pears are to make a serious attempt to repeal re-peal the provisions of the Mctvinley law providing for bounties on sugar Representative Repre-sentative Scott of Illinois introduced a resolution instructing the ways and means committee to report a bill providing for such repeal and asserts with confidence a majority of the Democratic members will favor such a bill The resolution declares since July last claims for bounties amount to million of dollars imposing A GRIEVOUS BURDEN UPON TAX PATERS The payment of this bounty it is contended con-tended is to be a gift or gratuity by the government to one class of persons enguged in a private enterprise the burden of which is to be borne largely by poorlypaid wheat corn cotton and other agricultural products of the country together with the vast army of wage earners of the land It further fur-ther cites the decision of the supreme court by Justice Miller that to lay with I one hand of the government on the property prop-erty of citizens and with the other to bestow be-stow it upon favored individuals to aid private enterprises and built up private fortunes is none the less robberry because it is done under the forms of law The resolution was referred to the ways aud means committee Mr Scott in an interview said the sugar bounty is CONTRARY TO THE CONSTITUTION and violates every principle of republican government I it considered American patriotic and honest to donate money out of the treasury to enrich private enterprises enter-prises there is no just reason why corn wheat and other great industrial interests SHOULD NOT BE GIVEN A BOUNTY Chairman Springer of the ways and means committee thought the resolution ugIt should havo gone to the appropriations committee as the law mpkos a permanent appropriation for sugar bounties and the way to reach the question is to repeal this law lawChairman Chairman Holman thought the subject properly belonged to the ways and means committee A permanent appropriation had been made for fourteen years to meet this bounty On account of this it requires independent legislation and more properly belongs to the ways and means committee Notwithstanding this opinion of Holman however the resolution is likely to be referred re-ferred back to the committee
