Show VOTE Fill TIE: WATER BONDS An Address by the Mayor and City Council Stat ng Why It Is Necessary to Vote for Bonds on September 6th, J 9i(X Unless the Bonds Are Voted the City Must Increase In-crease the Taxes or Abandon the Water Extension and Improvements Shall the City Go Forward or Backward. TO THE TAXPAYERS OF OGDEN CITY. Tho City of Op-den will hMd a paeial election on TneBday, September Sep-tember 8th. 1010. for the purjCse 01 Authorising the issuing of $100,000 in bonds, tho same to be, used to build an additional conduit .from Cold Water' Canyon 1o the new reservoir, also to build a new conduit lending from the new reservoir to the distributive system, and also to build a small dam fori tho storage of water in Cold Water Canvon. j - The present conduit, running down Ogden Canyon, was boilt 20 years ago and is too small for. present needs. If water extensions are to be made, more water must be secured at once. The following water main; extensions are demanded by the people. STATEMENT OF PETITIONS. Fourth St.. from Wash, to Adams, by W. B. Wedell and others. Adams Ae., bet. 24th and 35th Sts., by H. Can Braak and other. Jefferson bet. 35th and 36th. by J. W. F. Volker and others. Tn addition to these petitions and requests for extensions of water mains, we have had numerous verbal requests from different districts for extensions, and also for the replacing of the 2-ineh mains by larger ones becaus the smaller mains do not. at the present pres-ent time, give the wafer consumers a sufficient supply with so many consumers on the small niuins. This difficulty, however, cannot be overcome, even with Isrger mains, unless we increase the supply of water for the entire distributive system, as we are, at the present time, beyond our apaeity and cannot give an adequate supply to the present water takers: consequently, it would be useless to make any further extensions without the additional supply of water to be obtained ob-tained by building a new conduit from Cold Water Canyon to our new reservoir and font inning from the neT reservoir down 22nd. or 23rd. street to Qnincy Avenue, which will materially increase the water supply through the distributive system, and give all plenty water. WATERW0RKS WILL pAy BONDS. While the city is asking the taxpayers consent to isue the bonds, the mayor and city council promise the people that the bonds can and will be paid from the profits of the waterworks system in four annual installments of $25,000 each year.. We propose to issue the bonds, and no matter who" arc the successors of the present mayor and city council, they will be compelled to pay the bonds at the' rate of $20,000 each year. The bonds will be for $1,000 each and 25 will be made payable in one year, 25 in two years, 25 in thre years and 25 in four years. The water department will even pay the interest on trV bonds. Some people have asked why the city does not build the new conduit ami run in debt for it by borrowing the money from the banks, if we ran pay back one-fourth each year. That is just the trouble. The law says the city must not run in debt beyond its faxes for anv vear, exeept by permission of the taxpayers granted at a special election. The banks will take the debt if it. is authorized author-ized by the taxpayers. Jf the taxpayers of Ogdn refuse to anthorise us to issue the. bonds, there is nothing left for the city to do, except to abandon all contemplated extensions of the water mains and ' improvements. Under the law. the citv council must furnish water for the people and it takes money to do that. Either the taxes will be increased or the taxpayers must craut us permission to ran in debt for four vears bv issuing bonds. It will not cost the taxpayers one cent to issue bonds, but it will increase the city taxes for two years over 50 per cent, if the money is raised by taxes. Vote "Yea" with no increase in taxes; Vote ''No" and your taxes will be increased, or the improvements will not lie made. We submit this matter to the taxpayers of Ogden fr their earnest consideration. ''". " Think, taxpayer, what plenty of water for Ogden city means. Think of your city's future. Grant our request and we promise to double your water supply by .starting the work this fall and making all' the improvements, and also water extensions above called for. having 11 ready before the opening of next summer. ; : . There will be no carriages or automobiles to take you to the polls. The city has no money to spend for that purpose. Each tax-paver tax-paver must furnish his own conveyance. Thia qneetion is up to the taxpavers. Let them decide without interference from anybody. . Respectfully submitted to the taxpayers of Ogden. GEO W WILSON. J. A. AUS- CHRIS FLYGARE, H. E.
