relates in detail methods said to have been pursued in the alleged falsification of the government cotton report june 2 the communication purports to expose the entire inner workings of the plans no information Is vouchsafed by the now york herald as to the writer of the letter but he Is said to be one of the men whose connection with the affair is a matter of public knowledge but whose identity is withheld tor the present the assertions contained in th letter continues the new york herald relate in minute detail the precise manner in which the official report was tampered with who took part in the operation to what extent the fraud was perpetrated and where and how the proofs of the charged in the letter may be found richard cheatham and harvia jordan respectively secretary and treasurer of the southern cotton growers association who with the active cooperation of several new york men have conducted a private investigation here are now in washington where they expect to confer with secretary allson over the contents ot the letter that the letter is accurate in its ln formation is declared beyond doubt an outline of its contents has been given to morgan H beach district attorney of the district ot columbia one of the officials empowered to take up the investigation and it was this development that brought mr beach to new york monday to enter into consultation with the counsel retained by the southern cotton growers association and take over the evidence they had discovered As chief statistician of Department of agriculture washington july 18 chief dicion hyde of the department ot agriculture today resigned his position and it has been accepted by secretary wilson assistant secretary hayes has been detailed to tako charge of the statistical work until the vacancy shall be filled mr hyde in his letter ot resignation says dear mr secretary during tho last four years or since I 1 succeeded in making the crop reports ot the department reasonably accurate and correspondingly pon valuable to the agricultural and commercial interests of the country the administration of the office I 1 have the honor to hold has been constantly under fire from one side of the market or the other five times it has been investigated and on every occasion I 1 have been vindicated in january 1903 I 1 was awarded 2500 damages in a libel suit against a prominent firm of cotton brokers by a jury of their own friends and fellow citizens these results have been very gratifying to me but I 1 have the highest medical authority for the statement that the continued fight upon me has already considerably shortened my life at the present time it is an accepted fact that a powerful organization is bent upon bringing about my retirement by one means op another now I 1 do not think the poi I 1 hold is worth the fight necessary to its retention and the alon in question is welcome to what ever satisfaction it can derive from my withdrawal with much appreciation 0 the uniform
