"We would ask your favorable consideration or at least some consideration, so that we know what direction we are Following the meeting, Wall said he felt "great. Now we can sell the dang thing. "I thought that was going to be the toughest part, but now I'm not so sure " he said, referring to the effort that 'went into getting the property annexed into a city. It was a marked contrast from his ,-eaction two weeks earlier, when some Draper city officials raised ome questions surrounding he proposed annexation, causing the council to delay a vote on the issue Since that Nov. 19 meet.ng, city employees and Estes representatives represen-tatives had worked on an annexation Ind development agreement that at one time included over 40 pages and went through some 25 drafts. The final agreement included some safeguards for current Draper residents if the development is not successful. "I think we have reduced the risks to Draper," Wall said. "But there are still some risks. We can't eliminate them all." In addition to obtaining financing for the proposed resort, which could bring some 25,000 new residents to Utah County, Estes must still work out an agreement with the Tim-panogos Tim-panogos Special Service District for waste water treatment. Wall said negotiations on that agreement had been stalled until the development was under the administration ad-ministration of a city government -so there was a recognized governmental govern-mental agency with which the Timpanogos District could work. Now negotiations can resume, with Draper City acting as the agent.
